The Procurement Engineer – Civil & MEP is responsible for managing the procurement of construction materials, equipment, subcontract services, and technical requirements for Civil, Mechanical, Electrical, HVAC, Plumbing, and MEP works. The role ensures timely procurement at competitive prices while meeting approved specifications, project schedules, quality standards, and contractual requirements.
The position will coordinate closely with Project, Estimation, Engineering, Planning, Commercial, Finance, Stores, and QA/QC teams, as well as suppliers and subcontractors.
Roles & Responsibilities
- Review approved BOQs, specifications, drawings, material submittals, and project requirements to identify procurement requirements.
- Prepare and issue RFQs/RFPs to approved and potential suppliers/subcontractors.
- Obtain, evaluate, and compare technical and commercial quotations.
- Prepare Technical & Commercial Comparison (T&C) and procurement recommendations for approval.
- Negotiate prices, payment terms, delivery schedules, warranties, and other commercial conditions.
- Prepare and process Purchase Requisitions, Purchase Orders, LPOs, and Subcontract Agreements as applicable.
- Ensure procurement activities are aligned with project procurement schedules and required delivery dates.
- Coordinate with Engineering/Project teams to ensure materials comply with approved specifications and applicable standards.
- Coordinate with suppliers for material approvals, technical submissions, samples, drawings, and compliance documents.
- Follow up with suppliers/subcontractors for manufacturing, inspection, dispatch, and delivery.
- Monitor procurement status and provide regular Procurement Status Reports / Expediting Reports.
- Coordinate with Stores and Project teams for material receiving, inspection, and documentation.
- Identify alternative materials, suppliers, and cost-effective solutions without compromising quality or project requirements.
- Maintain an updated database of suppliers, subcontractors, prices, lead times, and procurement history.
- Ensure procurement is carried out in accordance with company procedures, approved budgets, and delegated authority.

- Procurement documentation: Maintain complete and accurate RFQs, quotations, comparisons, approvals, POs, delivery records, and related documentation.
- Expediting: Proactively identify and resolve procurement and delivery delays.
- Budget compliance: Ensure procurement commitments remain within approved project budgets and purchase approvals.
- Compliance: Follow company procurement procedures and applicable Qatar/client requirements.
Qualifications & Experience
- Bachelor’s Degree in Civil, Mechanical, Electrical Engineering, or related Engineering discipline.
- 3–7 years of procurement experience in construction/contracting, preferably covering Civil and MEP works.
- Experience in procurement of construction materials, MEP equipment, specialist services, and subcontract works.
- Knowledge of suppliers and construction material markets in Qatar/GCC is preferred.
- Good understanding of BOQs, specifications, drawings, material approvals, and construction requirements.
- Experience with ERP/procurement systems such as Oracle, SAP, or equivalent is preferred.
- Good knowledge of MS Excel, Word, and other MS Office applications.
- Valid Qatar driving licence is an advantage

- Support the Estimation/Tendering team with supplier budgetary quotations and market rate information.
- Assist in identifying approved/local suppliers and developing new sources of supply.
- Support project teams in resolving material availability and technical procurement issues.
- Participate in supplier/subcontractor negotiations and performance evaluations.
- Maintain confidentiality of company pricing, supplier information, and commercial data.
- Support audits and provide procurement records as required.
- Perform other procurement-related duties assigned by management.
