Job summary

PTCL is seeking a Chief Technology and Innovation Officer to lead enterprise technology and transformation, shaping strategy and modernization of its national and international technology estate. The CTIO reports to the CEO and Executive Management Team.

You will drive modernization across networks, platforms, IT, cybersecurity and cloud, build governance frameworks, and partner with Commercial, Wholesale and Customer functions to deliver differentiated connectivity and digital services.

Qualifications

  • Master's degree in Telecommunications, Electrical/Electronics Engineering, Computer Science, Information Technology, Engineering Management, Business Administration or a related discipline.
  • Minimum 20 years of professional experience in telecommunications or technology, with at least 8 years in senior/executive leadership roles.
  • Experience leading enterprise technology transformation, network and platform modernization, cloud and digital programs, with accountability for significant CAPEX/OPEX.

Responsibilities

  • Define and lead PTCL's enterprise technology and transformation agenda, modernizing networks, platforms and operating models to improve customer experience, agility, productivity and business performance.
  • Define and execute PTCL's long-term technology and network strategy across fixed access, core and transport, microwave and satellite connectivity, international connectivity, submarine cable systems and landing stations, service platforms and enterprise IT.
  • Drive modernization and convergence of PTCL's technology estate through fiberization, architecture modernization and adoption of scalable next-generation technologies.
  • Own the technology investment portfolio, CAPEX/OPEX and transformation roadmap, prioritizing investments based on growth, customer impact, resilience, efficiency and measurable return on investment.

IN THIS ROLE YOU WILL

lead PTCL's enterprise technology and transformation agenda, shaping the strategy and modernization of its national and international technology estate. The CTIO is accountable for access, core and transport networks, international and subsea connectivity including submarine cable systems and landing stations, satellite connectivity, IT/BSS/OSS, digital platforms, data centres, cloud, enterprise architecture, cybersecurity, service resilience and technology investments - enabling superior consumer, enterprise and wholesale services, operational efficiency and sustainable growth. The role serves as the principal technology advisor to the Chief Executive Officer and Executive Management Team.

HOW CAN YOU EXPRESS YOUR TALENT
  • Define and lead PTCL's enterprise technology and transformation agenda, modernizing networks, platforms and operating models to improve customer experience, agility, productivity and business performance.
  • Define and execute PTCL's long-term technology and network strategy across fixed access, core and transport, microwave and satellite connectivity, international connectivity, submarine cable systems and landing stations, service platforms and enterprise IT, aligned with growth, customer and commercial priorities.
  • Drive modernization and convergence of PTCL's technology estate through fiberization, network and platform simplification, legacy retirement, architecture modernization and adoption of scalable next-generation technologies.
  • Provide enterprise accountability for PTCL's end-to-end technology estate spanning access, core and transport networks, microwave and satellite connectivity, international and subsea connectivity, submarine cable systems and landing stations, data centres, IT/BSS/OSS, digital platforms, cloud, enterprise architecture, data, cybersecurity and technology operations.
  • Ensure the availability, resilience, capacity and quality of PTCL's consumer, enterprise, wholesale and international services, with clear accountability for customer-impacting technology performance and service assurance.
  • Provide strategic direction for PTCL's international connectivity and subsea infrastructure, including submarine cable systems, landing stations and cross-border connectivity, ensuring capacity, resilience, route diversity and alignment with PTCL's regional connectivity and wholesale ambitions.
  • Transform technology operations through digitized inventory and asset visibility, integrated provisioning and service assurance, automation and proactive quality-of-experience capabilities across key customer and network journeys.
  • Own the technology investment portfolio, CAPEX/OPEX and transformation roadmap, prioritizing investments based on growth, customer impact, resilience, efficiency and measurable return on investment.
  • Partner with Commercial, Business Solutions, Wholesale and Customer functions to enable differentiated connectivity, broadband, enterprise and digital services and improve end-to-end customer journeys.
  • Establish enterprise architecture, cybersecurity, data protection, technology risk, business continuity and governance frameworks that enable innovation with appropriate control.
  • Provide executive governance for major network, IT and transformation programs, ensuring delivery discipline, architectural integrity, adoption and realization of intended business benefits; leverage analytics, automation and emerging technologies, including AI, where they create clear business value.
  • Build strategic partnerships across the technology ecosystem - including OEMs, infrastructure, satellite, cloud/content and service partners - to strengthen capability, improve economics and accelerate time to market.
  • Build a high-performing, future-ready technology organization with strong leadership depth, succession, critical skills and execution discipline, while advising the CEO, Executive Management Team and, as required, the Board on technology, transformation, investment and risk.
WHAT YOU NEED TO BE SUCCESSFUL
Qualification
  • Master's degree in Telecommunications, Electrical/Electronics Engineering, Computer Science, Information Technology, Engineering Management, Business Administration or a related discipline from a recognized university. A relevant technical Bachelor's degree is required.
Experience
  • Minimum 20 years of relevant professional experience in telecommunications or technology, including at least 8 years in senior/executive leadership roles with responsibility for large-scale technology strategy, transformation and operations.
  • Demonstrated leadership of large-scale telecommunications technology environments, with strong exposure to fixed access, core and transport networks, international connectivity, microwave/satellite technologies, IT/BSS/OSS, service assurance and major network or platform modernization.
  • Proven track record of leading enterprise technology transformation, network and platform modernization, cloud and digital programs, with accountability for significant CAPEX/OPEX, strategic vendors and measurable business outcomes.
