EXL Service Philippines, Inc. is seeking a Vendor Sourcing Manager to lead and optimize partnerships with third-party recruitment vendors across our hiring delivery ecosystem.

You will drive performance, governance, and cost efficiency while aligning sourcing outcomes with business targets. You will bridge Talent Acquisition with external partners, manage vendor onboarding, and ensure compliant, scalable delivery.

Qualifications

• Bachelor's degree in any field.
• At least 3 to 5 years of experience managing and developing sourcing vendor channels.
• Exposure to the BPO industry is preferred and considered an advantage.
• Strong proficiency in Microsoft Excel, with intermediate to advanced skills in data analysis, reporting, and spreadsheet management.

Responsibilities

• Establish, manage, and strengthen relationships with third-party recruitment vendors, agencies, and sourcing partners.
• Act as the primary point of contact for all vendor-related engagements within Talent Acquisition.
• Drive collaboration between internal stakeholders and vendors to ensure seamless candidate delivery.
• Identify and onboard new vendors based on hiring demand, niche skill requirements, or capacity gaps.

Job description

The Vendor Sourcing Manager is responsible for managing and optimizing partnerships with third-party recruitment vendors to support hiring delivery across the organization. This role ensures that vendor performance, contract governance, and sourcing outcomes are aligned with business hiring targets, quality standards, and cost efficiency.

The role serves as a key bridge between Talent Acquisition, and external vendors—driving a scalable, compliant, and high-performing vendor ecosystem.

Vendor Management & Partnerships

• Establish, manage, and strengthen relationships with third-party recruitment vendors, agencies, and sourcing partners
• Act as the primary point of contact for all vendor-related engagements within Talent Acquisition
• Drive collaboration between internal stakeholders and vendors to ensure seamless candidate delivery
• Identify and onboard new vendors based on hiring demand, niche skill requirements, or capacity gaps
  

Sourcing Delivery & Performance Management

• Ensure vendors meet agreed hiring targets in terms of volume, quality, and turnaround time
• Monitor vendor performance through KPIs such as submission-to-hire ratio, time-to-submit, and quality of hire
• Conduct regular performance reviews and implement improvement plans where needed
• Align vendor sourcing strategies with business workforce plans and hiring priorities

Contracts & Commercial Governance

• Lead contract negotiations, renewals, and amendments in partnership with Procurement and Legal
• Ensure all vendor engagements are compliant with contractual, financial, and regulatory requirements
• Manage rate cards, cost structures, and ensure cost optimization across vendors
• Maintain proper documentation and governance of all vendor agreements
