Job summary

Level Up Recruitment seeks an experienced HR Manager to lead the Human Resources and Administrative functions and drive organizational development initiatives that support business objectives. Reporting to the General Manager, the role serves as a strategic HR partner focusing on effectiveness, talent, engagement, culture, compensation and HR operations across the company in Cebu City.

Qualifications

• Bachelor's degree in HR, psychology, business, law, or related field.
• Minimum of 5 years HR experience with 3–5 years in a managerial or leadership role.
• Experience in FMCG, food manufacturing, or manufacturing is highly preferred.
• Proven experience in strategic HR business partnering, workforce planning, performance management, and compensation & benefits.
• Strong background in Organizational Development and change management.

Responsibilities

• Lead OD initiatives covering organizational effectiveness, organization design, competency frameworks, talent management, succession planning, leadership development, culture building and change management.
• Lead talent management and succession planning programs with identification of critical positions and high-potential employees.
• Develop and implement leadership and management development programs.
• Develop and maintain competency frameworks, job profiles, career paths, and competency assessment programs.
• Oversee compensation and benefits, payroll, timekeeping, and policies.
• Manage employee and labor relations, including grievances and investigations, ensuring compliance.
• Develop, review, and improve HR policies, systems, and processes aligned with legal standards.
• Oversee HRIS, employee records, and HR reporting to support management decisions.
• Lead Learning and Development programs and Training Needs Analysis.
• Partner with senior management on strategic people initiatives and ensure high-performing workforce.
