Sysgen RPO, Inc. in Cebu City is hiring an HR Manager for Organizational Development and Training and Learning.

This is a direct-hire, full-time role with a weekday schedule, located in Cebu City. You will lead workforce planning, design organizational structures, manage compensation strategy, performance management, and learning initiatives, partnering with leadership to align HR programs with business goals.

Qualifications

• Bachelor's degree in HRM, OD, Psychology or Business.
• Master's degree (MBA/MAHRM) strongly preferred.
• Minimum 6 years HR experience with at least 3 years in strategic HR, OD, or total rewards.
• Strong knowledge of Philippine Labor Code, wage orders, DOLE issuances.
• Experience in job evaluation, compensation benchmarking, and competency framework design.
• Proficient in HR analytics, data visualization (Excel, Power BI, HRIS).
• Excellent stakeholder management, presentation, and business writing skills.
• CHRP/SHRM-CP/SCP or equivalent certification preferred.
• Active PMAP membership is an advantage.

Responsibilities

• Develop 1–3 year workforce plans aligned with growth and succession needs.
• Maintain structures, job levels, and reporting lines; analyze headcount and turnover.
• Lead job evaluation and maintain a fair job grading system.
• Design and manage compensation and benefits framework and benchmarking.
• Lead annual performance review cycle and PIPs as needed.
• Oversee Learning & Development plans, training budget, and ROI evaluation.
• Develop HR dashboards and quarterly/annual reports for leadership.
• Collaborate with HR Operations on policy changes and annual HR Plan.
