Sysgen RPO, Inc. is seeking an Organizational Development and Training and Learning Manager in Cebu City.

This full-time role focuses on workforce planning, compensation strategy, performance management, and learning initiatives to drive people performance and engagement. Responsibilities include building workforce plans, maintaining job structures, leading performance reviews, and designing development programs.

Qualifications

• Bachelor's degree in HRM/OD/Psychology/Business required, or equivalent.
• Master's degree preferred (MBA/MAHRM).
• Minimum 6 years HR experience with strategic HR/OD/total rewards.
• Strong knowledge of Philippine Labor Code, wage orders, DOLE issuances.

Responsibilities

• Develop 1–3 year workforce plans aligned with business growth and succession needs.
• Maintain org structures, job levels, and reporting lines.
• Conduct headcount, turnover, and skills gap analyses and present insights to leadership.
• Lead job evaluation and maintain a fair grading system.
• Coordinate with HR Operations to reflect org changes in HRIS and records.
• Develop and review compensation and benefits framework and salary structures.
• Benchmark compensation, design incentive programs, and review benefits.
• Manage annual performance review cycle and implement PIPs.
• Lead Learning & Development: TNA, Annual Training Plan, ROI evaluation.
• Develop HR policies, drive employee engagement surveys, and action plans.
• Develop HR dashboards and quarterly/annual reports for leadership.
• Collaborate with HR Operations on employee relations trends and annual HR planning.
