Job summary

Dexis is seeking a Health Infrastructure and HFEP Advisor to provide strategic and technical support to the Philippine Department of Health, strengthening planning, prioritization, and delivery of health infrastructure investments. The role involves alignment with national policies, project readiness, and coordination with multiple government and development partners.

Qualifications

• Bachelor’s degree in a relevant field such as public health, health systems management, public administration, or development studies.
• At least seven years of professional experience in health infrastructure, facility planning, or related fields.
• Experience in strategic planning, program development, investment prioritization, and project assessment.
• Ability to translate technical findings into practical recommendations for senior management.
• Strong analytical, organizational, and problem-solving skills with multi-project management.
• Excellent written and verbal communication skills in English.
• Proficiency with Microsoft Office applications.

Responsibilities

• Provide strategic and technical assistance to DOH, strengthening health infrastructure planning and investment prioritization.
• Support prioritization criteria and sequencing of HFEP and other health infrastructure projects.
• Assess alignment with national health policies, plans, and standards.
• Identify bottlenecks and opportunities to improve project preparation and delivery.
• Coordinate with DOH offices, LGUs, partners, and stakeholders on projects and investments.
• Prepare executive briefings, technical memos, presentations, and decision-support materials.
• Deliver outputs including strategic work plans, project assessments, and investment prioritization guidance.
