LEAP Program Description

Global Solutions Ventures (GSV) - a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group - is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Financial Management and Operational Efficiency Advisor will provide strategic and technical assistance to the Department of Health (DOH), particularly the Office of the Secretary, to strengthen financial management and operational efficiency across DOH-managed hospitals.

The Advisor will support DOH efforts to standardize financial reporting practices, strengthen financial evaluation of capital expenditures (CAPEX), and identify systemic financial and operational bottlenecks affecting hospital performance. The position will provide technical assistance in developing financial reporting frameworks and analytical tools, assessing capital investments, and identifying opportunities to improve revenue cycle management, pharmaceutical inventory management, and hospital operating efficiency.

The position will also support relevant health systems strengthening priorities under U.S.-Philippines bilateral health cooperation, including the Development Objective Agreement - Improved Health for Underserved Filipinos (DOAg-IHUF) and the Strategic Objective Agreement (SOAG) on Advancing Integrated and Sustainable Health Systems in the Philippines, as appropriate.

The Advisor will work closely with the Office of the Secretary, relevant DOH central offices, DOH-managed hospitals, finance and administrative units, and other stakeholders involved in health financing, hospital management, capital investment, and health service delivery.

The Advisor will support the DOH in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.

Responsibilities

The Financial Management and Operational Efficiency Advisor will provide strategic and technical support to strengthen financial management, capital investment evaluation, and operational efficiency across DOH-managed hospitals.

Key responsibilities include:

• Assess existing financial reporting and management practices across selected DOH-managed hospitals and identify opportunities for greater standardization and efficiency.
• Support the development of standardized financial reporting frameworks, templates, dashboards, and analytical tools for use by DOH and DOH-managed hospitals.
• Provide technical assistance in strengthening financial evaluation and prioritization of capital investments, including hospital facility expansion, medical equipment, and digital infrastructure investments.
• Support the development and application of financial and other analytical approaches to assess proposed capital investments and inform management decision-making.
• Assess financial and operational bottlenecks affecting hospital performance, including revenue cycle management, pharmaceutical inventory management, and facility operating costs.
• Develop practical recommendations and improvement strategies to address identified financial and operational inefficiencies.
• Support coordination among relevant DOH offices, DOH-managed hospitals, the U.S. Government, and other stakeholders involved in health financing and hospital management.
• Prepare financial analyses, executive briefings, technical reports, presentations, and other decision-support materials for DOH leadership.
• Perform other related functions within the scope of the engagement, as may be assigned by the Office of the Secretary.
