Job summary

Optum, a UnitedHealth Group Company, is seeking a Senior Recruitment Manager to lead the Recruitment Service Delivery teams across Cebu and Davao, ensuring onboarding excellence and compliant service delivery.

You will drive governance, risk mitigation, and continuous improvement while guiding a high-performing team to meet enterprise workforce needs. The role involves collaboration with Recruitment Delivery and Operations to optimize processes and candidate experience.

Qualifications

• Undergraduate degree or equivalent experience.
• BS / BA degree in Business, Human Resources, or related field.
• 5+ years of operational support.
• 3-5 years people management experience.
• Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
• Proficient written, verbal, and interpersonal communication skills.
• Expert level proficiency with making cold calls and profiling skill sets and motivations of prospective candidates.
• Ability to work independently and manage multiple tasks.

Responsibilities

• Lead and manage the Recruitment Service Delivery team to ensure onboarding support across the organization.
• Partner with Recruitment Delivery and Operations teams to drive alignment, optimize processes, and ensure seamless service execution.
• Champion and implement preventive controls and risk mitigation measures within the Offer Management process.
• Oversee the end-to-end Offer Management lifecycle across all Optum locations, ensuring consistency, accuracy, and compliance.
• Provide leadership and guidance to ensure adherence to governance and compliance standards related to employment contracts, pre-employment requirements, pre-employment medical exams, background verification, and records management.
• Drive operational excellence by establishing and monitoring service delivery standards, controls, and process improvements.
• Lead, coach, and develop a high-performing Recruitment Service Delivery team, fostering a culture of accountability, collaboration, and continuous improvement.
• Identify and implement learning, development, and career growth opportunities to strengthen team capabilities and succession readiness.
• Partner with stakeholders to address onboarding and recruitment service delivery challenges while enhancing the candidate and hiring manager experience.
• Ensure compliance with organizational policies, regulatory requirements, and audit standards throughout the recruitment and onboarding process.
