OutForce Inc. seeks a Senior Proposal Manager to lead strategic, high‑value proposals for a nationwide civil engineering client. This full‑time, night‑shift, remote role offers PHP 150,000–170,000 monthly and a strong benefits package.

You will mentor teams, shape win strategies, and ensure proposal quality. Required: 10+ years in proposal management in AEC, plus MS Office and InDesign proficiency. CALTRANS experience is a plus.

Qualifications

• Bachelor’s degree in Marketing, Communications, Business, or a related field.
• 10+ years of experience in proposal management in the AEC industry, with at least 3 years in a senior or leadership role.
• Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe Creative Suite (InDesign).
• Strong understanding of federal, state, and local government procurement processes and compliance requirements.
• Proficiency in proposal management tools and familiarity with AEC industry standards.
• Expertise in complex proposal strategies, including alternative delivery methods.
• Exceptional leadership, communication, and organizational skills and attention to detail.
• Experience in CALTRANS is highly preferred in this role.

Responsabilités

• Lead strategic proposal development for complex projects, ensuring alignment with client needs and corporate objectives.
• Develop win themes, messaging, and pursuit strategies with business development and leadership teams.
• Write, edit, and customize proposal content to meet project needs and client criteria; ensure clarity and branding consistency.
• Maintain and refine a library of reusable content, including resumes and boilerplate responses.
• Mentor and guide proposal managers and support staff to improve processes.
• Oversee the review process for proposals, ensuring quality and compliance.
• Act as a key liaison with executives during major pursuits.
• Identify and implement best practices, tools, and templates to improve efficiency.
• Develop relationships with teaming partners and subcontractors for proposals.
• Conduct market research on clients, competitors, and industry trends.
• Lead post-submission debriefs and lessons learned sessions.
