Job summary

Catholic Relief Services seeks a senior program manager to strengthen the Philippines and FSM BMU program quality and development efforts. You will support the Head of Programming, ensure high-quality, accountable programming, and advance learning across the BMU.

The role emphasizes MEAL, budgeting, partnerships, and staff development, with travel as needed to implement and coordinate activities with partners and donors.

Qualifications

• Master's Degree (preferred) in Development Management, International Development, International Relations or relevant field.
• Minimum of 7 years' work experience in a program management position with progressive responsibilities for an international NGO.
• Experience in project management, including design, budget, monitoring & evaluation, reporting; preferably for bilateral, multilateral, private donors.
• Significant experience in business development with demonstrated success in securing donor funding.

Responsibilities

• Provide strategic inputs for design of program frameworks and resource mobilization.
• Lead and contribute to high-quality project design with MEAL integration and efficient activity planning.
• Manage staff, promote wellbeing, coaching, and performance assessments.
• Foster learning environments and promote accountability, knowledge management, and MEAL policy implementation.
• Coordinate budgeting with operations and optimize use of project materials.
• Develop and strengthen partnerships with government, civil society and donors.
• Support business development to ensure quality donor proposals.
• Deliver capacity-strengthening trainings and provide technical assistance to teams and partners.
• Serve as the Gender Equality and Social Inclusion (GESI) focal point for the BMU.
