Job summary

UNDP Philippines seeks a Senior PFM Specialist to lead a joint institutional capacity and coordination diagnostic for BARMM, focusing on planning, budgeting, investment programming and expenditure tracking. The role also consolidates analyses into a programme-level report while ensuring gender-responsive and conflict-sensitive approaches.

The assignment requires deep PFM knowledge, stakeholder facilitation and experience with multi-institutional governance reforms in the Philippine context.

Qualifications

• University degree in public financial management, public administration, economics, finance, organizational development, governance or a closely related field.
• Professional certifications or specialized training in development planning, public financial management, budgeting, public investment management, governance, policy development, or results-based management are an advantage.
• Experience in public financial management including planning, budgeting, investment programming, expenditure management, accountability, and performance-management systems.
• Experience in institutional assessment, organizational development, or public-sector governance, including conducting institutional capacity or organizational assessments involving multiple government institutions; Working with government institutions in the Philippines; and Experience in BARMM or comparable autonomous, devolved, or conflict-affected settings.
• Strong analytical, facilitation, writing and stakeholder-management skills.

Responsibilities

• Conduct a joint institutional capacity and coordination diagnostic across BARMM ministries.
• Consolidate institution-specific mandate and PREXC analyses into a coherent programme-level report.
• Ensure gender-responsive, inclusive and conflict-sensitive approaches in all activities.
• Coordinate with government institutions in BARMM and development partners to avoid duplication.
