Job summary

Expertise France in the Philippines seeks a senior Procurement and Grants Manager to structure, coordinate and supervise procurement, grants and logistics for all projects, reporting to the Finance and Administrative Manager and guiding a small team of procurement, grants and logistics staff.

This role combines hands-on technical work with people management, handling complex procurement files, tenders, contract finalisation, and grant documentation while ensuring transparency, donor compliance

Qualifications

• Senior operational management experience in procurement, grants and logistics.
• Ability to supervise a small team and coordinate across functions.
• Strong knowledge of donor rules, compliance requirements and audit standards.
• Excellent planning, tracking and process-improvement skills.

Responsibilities

• 1) Manage, coordinate and supervise procurement, grants and logistics staff and workload.
• 2) Plan and implement procurement strategies in line with donor rules and timelines.
• 3) Oversee contract preparation, evaluation, award and amendments; ensure traceability for audits.
• 4) Supervise grants management, including calls for proposals, agreements and closures.
• 5) Supervise logistics and missions, including travel, events and office services.
• 6) Promote audit-readiness, risk mitigation and continuous improvement of workflows.
