Job summary

Expertise France, under the EU-PH Digital Economy Package in the Philippines, seeks a hands-on Procurement Officer to oversee operational procurement from needs identification to contract follow-up, ensuring compliance with donor requirements, XF rules and internal controls.

You will collaborate with the project team to prepare procurement files, launch consultations, support evaluations, draft contractual documents, monitor contract performance and coordinate with Finance for payment readiness

Responsibilities

• Procurement planning and needs analysis: review requests, align with work plans and budgets.
• Prepare procurement documents: RFQs, terms of reference, specs and evaluation grids.
• Launch procedures with transparency and fair competition; handle supplier communications.
