Job summary

CDA Communicable Diseases Agency in the Philippines seeks a Senior/Assistant Director, Operations to support the Deputy Director, Operations in developing and managing the agency's operational functions across surge, activation and response. You will work in a fast-paced environment, coordinating with multiple stakeholders and priorities to deliver effective public health outcomes.

Qualifications

• Minimum tertiary qualification in business administration, management or related field.
• Minimum 5 years work experience in Public Health / Operations would be an advantage.
• Proven leadership and ability to inspire others.
• Demonstrated ability to work in a team and drive cross-functional initiatives.
• Strong analytical and problem-solving skills with data-driven planning.
• Proficient in integrating operational planning with public health requirements.
• Ability to work under pressure with multiple ongoing projects.
• Strong stakeholder management and communication skills.
• Willing to learn and stay updated on public health developments.
• Willing to work beyond office hours, including weekends and holidays, if necessary.

Responsibilities

• Lead design, development and coordination of operational plans with stakeholders for surge and activation under CDA.
• Develop strategic operational resources, budget considerations, and ensure procurement/contract management.
• Develop CDA operational capabilities framework covering resources, systems, training, personnel and equipping.
• Lead overall operational readiness plans during outbreaks, including metrics and training objectives.
• Lead development and review of incident management and reporting framework with dashboards and meetings.
• Lead mobilization of resources for ops response, including Border Health operations and ground response planning.
• Lead secretariat functions for meetings and supervise budgetary votes for Operations Division.
• On rotation, supervise 24/7 duty officers for urgent disease/incident notifications.
