Requirements
- Bachelor’s degree in Civil or Geotechnical Engineering (required)
- Masters degree in Civil or Geotechnical Engineering (preferred)
- With 15+ years of professional geotechnical engineering experience
- 10+ years focused on tailings storage facilities or embankment dams
- Significant experience in an Owner’s Engineer, or Technical Authority role
- Must have a general understanding of mining operations, technical studies, regulatory process
Senior Geotechnical Engineer duties and responsibilities:
A. Owner’s Technical Oversight and Assurance
- Act as the Owner’s technical representative for all geotechnical aspects of TSF design, ensuring the Owner’s interests, risk tolerances, and governance requirements are met
- Oversee and critically review the work of Designers and EPCM consultants
- Ensure that TSF designs reflect the site specific geotechnical, hydrological, and seismic conditions
B. Design Review and Regulatory Compliance
- Lead and coordinate the Owner’s review of TSF earth‑fill dam designs, including:
- Starter dams, staged raises, and closure configurations
- Foundation characterization and ground improvement measures
- Seepage control systems (liners, drains, cutoff walls, filters)
- Ensure design compliance with:
- DENR and Mines and Geosciences Bureau (MGB) requirements
- Environmental Compliance Certificate (ECC) conditions
- Philippine mine tailings and dam safety regulations
- International guidelines (GISTM, ICOLD, ANCOLD/CDA, as applicable)
- Support the review and approval of design submissions for:
- MGB permitting and tailings safety documentation
- Dam safety and environmental reporting obligations
C. Review of Geotechnical Risks, Seismic, and Natural Hazard Considerations
- Act as the Owner’s focal point for tailings geotechnical risk governance
- Ensure identification and assessment of credible dam failure modes, including:
- Static and seismic slope instability
- Internal erosion and piping
- Seepage‑induced deformation and liquefaction
- Review seismic design assumptions in recognition of:
- Philippine tectonic setting
- Fault proximity, ground motion selection, and seismic demand criteria
- Ensure appropriate consideration of:
- Extreme rainfall events, typhoons, and flood loading
- Climate‑change‑related hydrological variability
D. Construction, Operations, and Lifecycle Integration
- Ensure that TSF design reviews adequately address:
- Constructability and staged raise sequencing
- Material sourcing and quality control requirements
- Instrumentation, monitoring, and surveillance systems
- Verify alignment between design intent, operating manuals, and TSF Operational Readiness
- Provide geotechnical oversight continuity from design, construction, up to operations and closure
