Job summary

PeopleStrong is seeking an SCM professional for a Buyer, Expeditor, Logistics & Services Procurement role in the Philippines. The candidate will manage procurement activities across materials and services, float RFQs, negotiate with suppliers, and track delivery timelines to ensure on-time project execution.

Required experience ranges from 5 to 15 years in procurement, expediting, and contract management within a complex supply chain environment.

Qualifications

• Experience in procurement of raw materials, structural steel, piping, electrical, instrumentation, mechanical equipment, consumables, and project-specific items.
• Ability to float RFQs, evaluate techno-commercial bids, and negotiate with suppliers.
• Develop sourcing strategies to optimize cost, quality, and delivery performance.

Responsibilities

• Manage procurement activities for raw materials, structural steel, piping, electrical, instrumentation, mechanical equipment, consumables, and project-specific items.
• Float RFQs, evaluate techno-commercial bids, and conduct negotiations with suppliers.
• Prepare comparative statements and recommend vendors for award.
• Generate Purchase Orders (POs) and ensure compliance with procurement procedures.
• Develop sourcing strategies to optimize cost, quality, and delivery performance.
• Identify alternate vendors and support vendor qualification initiatives.
• Monitor procurement budgets and cost-saving opportunities.
• Track supplier manufacturing and delivery schedules.
• Coordinate with vendors to ensure adherence to committed delivery dates.
• Follow up on critical path items and mitigate procurement delays.
• Conduct supplier review meetings and progress assessments.
• Monitor material readiness, inspection clearance, dispatch, and transportation status.
• Escalate delivery risks and develop recovery plans.
• Ensure timely documentation for material dispatch and receipt.
• Manage procurement of manpower, fabrication, machining, transportation, inspection, maintenance, and engineering services.
• Prepare service contracts, work orders, and rate agreements.
• Coordinate with internal stakeholders to define scope of work and service requirements.
• Evaluate service providers based on technical capability, cost, safety, and performance.
• Monitor contractor performance and contract compliance.
• Manage contract renewals, amendments, and closure activities.
• Resolve commercial and contractual issues with service providers.
