Job summary

COMMSEC INC. in the Philippines seeks an experienced ROW acquisition professional to secure permits from city and municipal halls, barangays, homeowners, and other entities for engineering projects or restoration.

You will negotiate with building owners to rent space for node installations, and prepare ROW documents per requirements. Degree in electronics/telecom and 1+ years' experience are required.

Qualifications

• Degree in electronics/telecommunication engineering or equivalent.
• More than one year experience in ROW acquisition.
• Familiar with ROW acquisition procedures and departments.
• Strong communication and interpersonal skills.
• Ability to understand complex business plans and negotiate terms.

Responsibilities

• Acquire permits from city/municipal halls, barangays, homeowners and other entities for projects/restoration.
• Negotiate with owners/administrators to rent space for node installations.
• Prepare ROW acquisition documents per governmental/owner requirements.
• Represent the client at meetings and public hearings when needed.
• Coordinate with local government processes including workshops.

Strong understanding of federal, state, and local laws, and other regulations regarding a telecommunications provider’s use of municipal rights of way .

Ability to understand complex business plans and to successfully negotiate contract terms and conditions to meet company objectives.

Ability to compare competitor agreements, note variations, and negotiate for equitable treatment in agreements.

Experience with local government franchise ordinance approval process including document preparation, workshops, and city council public hearing process.

Ability to represent the client at city council or county commission meetings in a professional and persuasive manner to effectively communicate company objectives .
