Job summary

OutForce Inc. is seeking a Senior Proposal Manager to lead the strategic development of complex, high-value proposals and mentor proposal teams. This role aligns proposal efforts with business development strategies and serves as a trusted advisor to executives on pursuit planning.

You’ll manage content development, team leadership, QA, and engagement with clients and partners, supporting federal, state, and local opportunities within the AEC sector; CALTRANS experience is preferred.

Qualifications

• Bachelor’s degree in Marketing, Communications, Business, or related field.
• 10+ years in proposal management in the AEC industry, with 3+ years in leadership.
• Advanced proficiency in Word, Excel, PowerPoint and Adobe InDesign.
• Strong understanding of government procurement processes and compliance.
• Proficiency in proposal management tools and industry standards.
• Expertise in complex proposal strategies including alternative delivery.
• Leadership, communication, and organizational skills with attention to detail.
• Experience in CALTRANS is highly preferred.

Responsibilities

• Lead strategic development of complex proposals, including design-build and alternative delivery.
• Coordinate proposal review meetings and kickoff sessions.
• Be primary contact for proposal efforts with internal teams and partners.
• Develop win themes, messaging, and pursuit strategies.
• Write, edit, and tailor proposal content to meet project needs and client criteria.
• Proofread and edit content for clarity, persuasiveness, and branding consistency.
• Maintain a library of reusable content and boilerplate responses.
• Mentor proposal managers and support staff.
• Oversee proposal quality, compliance, and creativity.
• Engage executives during major pursuits with status updates and strategic insights.
• Conduct market research on clients, competitors, and industry trends.
• Facilitate debriefs and lessons learned after submissions.
