Job summary

Create Synergies Inc. is seeking an experienced People & Culture Development Manager to lead workforce development, organizational effectiveness, and capability-building in a remote-first setting.

You will strengthen internal leadership, improve discipline, and ensure HR processes comply with labor regulations. You will design learning paths, oversee succession planning, drive performance culture, and align people strategies with business goals.

Qualifications

• 8-10 years of progressive experience in HR, People Operations, or organizational development.
• At least 5 years in a leadership or management role.
• Strong knowledge of labor laws and contractor compliance in the Philippines.
• Experience in coaching, training, and leadership development.
• Ability to design and implement structured learning and capability-building programs.
• Strong conflict resolution, negotiation, and stakeholder management skills.

Responsibilities

• Align workforce needs across departments with recruitment and staffing functions.
• Interpret performance scorecards and use workforce data to drive accountability and improvement.
• Design and deliver upskilling programs to strengthen employee capability and leadership pipelines.
• Drive organizational structure and operational efficiency using process improvement methodologies.
• Support onboarding and offboarding, workforce planning, and contractor lifecycle management.
• Identify early indicators of attrition or burnout and implement retention strategies.
