Job Summary
The Recruitment Head is responsible for leading the end-to-end recruitment operations for all blue-collar manpower requirements nationwide. The role ensures timely fulfillment of client manpower requests while maintaining quality hiring standards, recruitment compliance, and deployment targets. The Recruitment Head develops sourcing strategies, manages the recruitment team, and works closely with Operations, Business Development, and HR to achieve deployment objectives.
Key ResponsibilitiesRecruitment Management
- Lead and supervise the Blue Collar Recruitment Team.
- Ensure timely fulfillment of client manpower requirements.
- Create and implement nationwide recruitment strategies.
- Forecast manpower requirements based on sales pipeline and existing clients.
- Monitor recruitment productivity and deployment performance.
Team Leadership
- Manage Recruiters, Senior Recruiters, and Sourcing Specialists.
- Conduct weekly recruitment meetings.
- Coach and develop recruitment staff.
- Evaluate individual and team KPIs.
- Ensure accountability within the recruitment division.
Sourcing Strategy
- Expand recruitment channels including:
- Facebook
- TikTok
- Indeed
- PESO
- Barangays
- Referrals
- Schools
- Job fairs
- Community partnerships
- Build applicant pools for urgent and seasonal hiring.
- Develop provincial recruitment networks.
Recruitment Operations
- Monitor applicant pipeline from sourcing to deployment.
- Ensure proper applicant screening and documentation.
- Coordinate medical, orientation, contracts, ATM enrollment, and onboarding.
- Ensure complete compliance with hiring requirements.
Client Coordination
- Coordinate manpower timelines with Operations.
- Support Business Development during manpower planning.
- Provide recruitment updates to clients when necessary.
- Participate in client meetings regarding manpower fulfillment.
Reporting
Prepare and submit:
- Daily recruitment dashboard
- Weekly deployment report
- Monthly recruitment performance report
- Applicant conversion report
- Source effectiveness report
- Time-to-fill analysis

Qualifications
- Bachelor's Degree in Human Resources, Psychology, Business Administration, or related field.
- At least 5 years of recruitment experience, with 2–3 years in a supervisory or managerial role.
- Experience in high-volume blue-collar recruitment (security, manpower, logistics, manufacturing, retail, construction, BPO support, housekeeping, etc.).
- Strong knowledge of Philippine labor regulations and recruitment processes.
- Excellent leadership, communication, and organizational skills.
- Proficient in Microsoft Office (Excel, Word, PowerPoint) and recruitment systems/ATS.
