Job summary

DEVELOPMENT STRATEGISTS INT'L CONSULTING INC. is seeking a Recruitment Head – Visayas Operations to lead regional talent acquisition strategy and end-to-end recruitment across Visayas sites. You will mentor recruiters and align hiring with business goals.

You will collaborate with executives to forecast manpower, improve processes, and promote our employer brand while ensuring compliance with laws and internal policies.

Qualifications

• Bachelor’s degree in HR, psychology, business or related field.
• Minimum 3–5 years in a supervisory/managerial capacity.
• Proficiency with ATS, HR databases and sourcing platforms.
• Strong leadership and stakeholder management with data-driven decisions.

Responsibilities

• Design and execute long-term talent acquisition strategies aligned with growth and objectives.
• Mentor, evaluate, and guide recruiters, sourcers, and recruitment coordinators.
• Collaborate with executives to forecast manpower needs and role requirements.
• Identify bottlenecks and implement improvements or automation in hiring.

Job Summary:

• Design and execute long-term talent acquisition strategies aligned with company growth plans and business objectives.
• Manage, mentor, and evaluate the performance of recruiters, sourcers, and recruitment coordinators.
• Collaborate with executives and department heads to forecast manpower needs and understand specific role requirements.
• Identify bottlenecks in the hiring process and implement process improvements or recruitment automation tools to enhance efficiency.
• Track key performance indicators (KPIs) such as time-to-fill, cost-per-hire, offer acceptance rates, and quality of hire to evaluate team performance.
• Build and promote the company’s employer brand through social media, job fairs, and networking events to attract top‑tier talent.
• Ensure all recruitment practices comply with relevant labor laws, data privacy regulations, and internal hiring policies.

Qualifications
