Job Overview
Purchasing Manager is responsible for overseeing the company’s overall purchasing and procurement activities, ensuring the timely, cost-effective, and efficient acquisition of goods, materials, equipment, and services required for business operations.
The role will manage purchasing requirements across Construction, Administration, General Services, and other business units, while ensuring compliance with company policies, budget requirements, quality standards, and approved processes. The position requires a strict, disciplined, and detail-oriented approach to procurement, supplier management, cost control, and purchasing procedures.
Key Responsibilities
- Lead and manage the company’s overall purchasing and procurement operations.
- Establish and implement purchasing policies, procedures, and controls to ensure proper and efficient procurement.
- Strictly monitor compliance with approved budgets, purchasing policies, specifications, and authorization procedures.
- Manage procurement requirements for Construction projects, including construction materials, equipment, tools, fixtures, and related services.
- Handle purchasing requirements for Administration and General Services, including office supplies, equipment, facilities, maintenance, and other operational needs.
- Source, evaluate, and negotiate with suppliers to secure the best quality, pricing, payment terms, and delivery schedules.
- Develop and maintain strong relationships with accredited suppliers and service providers.
- Conduct price comparisons, canvassing, and supplier evaluations to ensure competitive and cost-effective purchases.
- Monitor purchase orders, deliveries, lead times, and outstanding procurement requirements.
- Ensure that purchased materials and services meet the required quality, specifications, quantity, and timelines.
- Coordinate closely with Finance, Operations, Construction, Administration, Warehouse, and other departments regarding purchasing requirements.
- Review and approve purchase requests and related procurement documents within assigned authority.
- Monitor supplier performance and address issues involving quality, pricing, delivery, and service.
- Identify opportunities for cost savings, process improvements, and better supplier agreements.
- Maintain accurate purchasing records, supplier databases, contracts, and procurement reports.
- Lead and supervise the Purchasing Team, ensuring accountability, productivity, and adherence to established procedures.
- Prepare regular purchasing reports, budget monitoring, and management updates.
- Ensure proper documentation and transparency throughout the procurement process.
- Perform other purchasing, administrative, and general operational duties as assigned by management.
Qualifications
- Bachelor’s degree in Business Administration, Supply Chain Management, Purchasing/Procurement, or a related field.
- At least 5–8 years of relevant experience in Purchasing or Procurement, preferably in retail, construction, corporate, or multi-site operations.
- Proven experience handling procurement for Construction, Administration, and General Services.
- Strong working knowledge of SM Zycus, with experience in processing purchase requests, purchase orders, supplier-related transactions, and other procurement activities through the system.
- Strong knowledge of supplier sourcing, canvassing, negotiation, purchase orders, inventory requirements, and cost control.
- Strong negotiation and vendor management skills.
- Highly strict, disciplined, organized, and detail-oriented, with strong adherence to company policies and procedures.
- Strong ability to monitor budgets, control costs, and ensure purchasing decisions are properly justified and documented.
- Excellent communication and coordination skills.
- Strong leadership and people-management capabilities.
- Proficient in Microsoft Office and purchasing/procurement systems.
- Strong analytical, problem-solving, and decision-making skills.
- Ability to work under pressure and manage multiple purchasing requirements with tight deadlines.
- Willing to coordinate with suppliers, construction sites, branches, and other company locations as required.
- Experience in retail, construction materials, facilities management, or general services procurement is an advantage.
