We are seeking an experienced, hands-on Technical Project Manager to lead and manage a PeopleSoft and Oracle database migration and upgrade project. This role sits at the intersection of technical delivery and vendor management, requiring someone who can speak the language of database administrators and developers while keeping the project on schedule, and aligned to business objectives. The ideal candidate will not only coordinate the work but also critically evaluate the technical decisions and deliverables proposed by the implementing vendor.
The Technical Project Manager will own the end-to-end project plan, including scope, timeline, milestones, resourcing, and risk management. They will establish and run governance rhythms such as steering committee updates, status reporting, and issue/risk escalation. They will maintain a clear view of dependencies across environments, workstreams, and stakeholders, and proactively surface problems before they impact delivery.
A central part of this role is managing the third-party vendor(s) delivering the migration and upgrade. This includes holding the vendor accountable to the statement of work, reviewing and challenging their technical approach and estimates, validating deliverables against agreed acceptance criteria, and ensuring quality standards are met. The candidate should be comfortable pushing back on the vendor where warranted and negotiating scope, timelines, and change requests.
Because this is a technical role, the candidate should be able to understand and interrogate the migration and upgrade architecture, including PeopleSoft application and PeopleTools upgrades, Oracle database version upgrades, data migration strategy, cutover planning, and rollback procedures. They should be able to review technical designs, spot risks in the proposed approach, and ensure appropriate testing (functional, integration, performance, and user acceptance) is planned and executed.
The role requires coordinating across business owners, internal IT, infrastructure teams, and end users. The candidate will manage communications, align expectations, and support the change and training activities needed for a successful go-live.
The successful candidate will have proven experience managing enterprise ERP and database migration or upgrade projects, ideally involving PeopleSoft (HCM, FSCM, or Campus Solutions as relevant) and Oracle Database. They should have a strong technical foundation, migration and upgrade methodologies, and environment/infrastructure considerations such as on-premise to cloud migration if applicable.
They should bring solid project management discipline, whether through a recognised methodology (PMP, PRINCE2, or Agile) or demonstrated practical delivery experience, along with strong vendor and contract management skills. Excellent communication skills are essential, as the person must translate between technical and non-technical audiences and hold both internal teams and external vendors to account.
Experience with Oracle Cloud Infrastructure (OCI) or other cloud platforms and exposure to data governance, security, and compliance requirements would all be advantageous.
