PROJECT MANAGER

Construction & Quality Supervision

We are looking for an experienced and highly driven Project Manager to supervise assigned construction projects from pre-construction through completion and turnover.

This is a supervisory-level position. Each project has a Project Engineer who reports directly to the Project Manager. The Project Manager supervises Project Engineers, coordinates project activities, monitors overall performance, and ensures that projects are delivered in accordance with Company standards, approved plans and specifications, contractual requirements, and applicable engineering standards.

The role is suited for a construction professional with strong experience in quality, workmanship, technical compliance, coordination, and execution. The ideal candidate is a Licensed Civil Engineer with at least seven (7) years of relevant construction experience, including meaningful experience in Quality Control / Quality Assurance (QA/QC) and project supervision.

The Project Manager will be accountable for the overall supervision, quality, progress, coordination, safety, cost awareness, and successful completion of assigned projects.

Key Responsibilities

Project Supervision and Coordination

• Supervise assigned projects through their respective Project Engineers.

• Provide direction, guidance, and technical supervision to Project Engineers and project teams.

• Review project updates, progress reports, schedules, technical submissions, quality records, and site concerns.

• Establish project priorities, milestones, work sequences, and site requirements.

• Monitor overall project performance and ensure concerns are addressed promptly.

• Conduct regular coordination meetings and follow up on agreed actions.

• Escalate major risks, delays, quality issues, and resource requirements to Management.

Project Leadership and Execution

• Supervise the planning, implementation, monitoring, and completion of assigned projects.

• Ensure compliance with:

  • Approved plans and drawings

  • Technical specifications

  • Contract requirements

  • Approved methodologies

  • Applicable codes and engineering standards

  • Client requirements

  • Company quality standards and procedures

• Monitor actual progress against approved schedules and require action on delays.

• Coordinate manpower, subcontractors, materials, equipment, and other resources.

• Ensure proper site coordination, documentation, communication, and reporting.

• Provide guidance on execution issues while keeping Project Engineers accountable for daily project management.

Quality Management

The Project Manager is expected to be a strong champion of construction quality across assigned projects.

• Supervise Project Engineers in ensuring that workmanship and completed works meet project requirements.

• Conduct regular project and site inspections, especially for critical activities and recurring concerns.

• Review quality reports, inspection records, test results, NCRs, punch lists, and corrective action reports.

• Ensure that work is inspected at the proper stages before succeeding activities proceed.

• Verify compliance with drawings, specifications, material requirements, inspection and testing plans, and approved methodologies.

• Coordinate with Project Engineers, Quality Control Engineers, Site Engineers, subcontractors, consultants, and other stakeholders to resolve quality concerns.

• Ensure proper implementation and documentation of:

  • Inspection Requests

  • Material Inspections

  • Testing Requirements

  • Quality Checklists

  • Non-Conformance Reports (NCRs)

  • Corrective and Preventive Actions

  • Punch Lists

  • Testing and Commissioning

  • Project Turnover Requirements

• Review recurring workmanship issues and direct corrective actions that prevent recurrence.

• Ensure defects are properly corrected rather than concealed or temporarily repaired.

• Reinforce that schedule requirements must never come at the expense of construction quality.

• Hold Project Engineers, subcontractors, and project personnel accountable for unacceptable workmanship and non-conformance.

Technical and Engineering Supervision

• Review construction drawings, specifications, methodologies, shop drawings, and other technical documents.

• Supervise Project Engineers in identifying constructability issues, discrepancies, missing information, and technical risks.

• Guide the resolution of technical concerns with consultants, designers, clients, government representatives, subcontractors, and internal departments.

• Review proposed site solutions and ensure technical decisions are documented, justified, and authorized.

• Ensure approved revisions and current construction drawings are communicated and implemented on site.

• Monitor the effectiveness of technical coordination conducted by Project Engineers.

• Control rework by ensuring that works are executed correctly the first time.

• Provide technical direction on complex or critical issues beyond the authority or experience of the Project Engineer.

Schedule and Progress Supervision

• Review and monitor project schedules, milestones, and overall progress.

• Supervise Project Engineers in tracking actual progress against planned progress.

• Anticipate delays involving materials, approvals, manpower, equipment, subcontractors, and technical concerns.

• Require recovery measures when activities fall behind.

• Coordinate with the Planning Team on project performance and recovery strategies.

• Ensure acceleration efforts do not compromise workmanship, safety, or technical compliance.

• Verify that reported progress reflects actual site accomplishment.

Cost and Commercial Awareness

Although the Project Manager may not perform all commercial functions directly, the role must understand the financial impact of project decisions.

• Monitor conditions that may cause rework, wastage, delays, claims, or inefficient resource use.

• Coordinate with Commercial and Cost Control Teams regarding variations, additional works, scope changes, and cost implications.

• Ensure work outside the approved scope is identified and documented before execution whenever practicable.

• Review concerns affecting cost, profitability, or contractual obligations and elevate them to Management.

• Protect the Company from avoidable losses caused by poor planning, defective work, undocumented variations, or ineffective supervision.

Safety and Site Supervision

• Ensure that Project Engineers and project teams comply with occupational health and safety requirements.

• Promote site discipline, housekeeping, organization, and professional conduct.

• Coordinate with Safety Officers and Project Engineers to correct unsafe practices immediately.

• Review significant safety concerns and ensure corrective actions are implemented.

• Support a project culture where quality, safety, productivity, and accountability work together.

Client and Stakeholder Management

• Represent the Company professionally during project meetings, inspections, technical discussions, and coordination activities.

• Supervise Project Engineers in maintaining effective relationships with clients, consultants, government representatives, end-users, subcontractors, suppliers, and other stakeholders.

• Review and guide project updates, technical responses, progress reports, and other communications.

• Ensure project concerns are communicated accurately and proactively.

• Escalate significant technical, quality, cost, contractual, and scheduling risks before they become major issues.

• Protect the Company’s professional reputation by ensuring commitments are properly coordinated, monitored, and delivered.

Project Completion and Turnover

• Supervise Project Engineers in completing remaining works and punch-list items.

• Monitor testing, commissioning, inspections, rectification, documentation, and turnover activities.

• Review closeout documents and ensure they are complete and properly coordinated.

• Drive projects toward successful acceptance and turnover with minimal outstanding defects.

• Ensure remaining project requirements are tracked and closed.

• Participate in post-project reviews and identify lessons for future projects.

Team Supervision and Development

• Directly supervise and evaluate Project Engineers assigned to the projects.

• Provide clear expectations, instructions, priorities, and performance feedback.

• Mentor Project Engineers and strengthen their technical, managerial, documentation, and coordination skills.

• Ensure Project Engineers understand their responsibilities and remain accountable for implementation.

• Identify training and development needs among Project Engineers and project personnel.

• Promote teamwork, discipline, professionalism, and continuous improvement.

• Build a strong supervisory relationship among the Project Manager, Project Engineers, and project teams.

Qualifications

Required

• Licensed Civil Engineer

• Minimum of seven (7) years of relevant construction experience

• Significant experience supervising and coordinating projects from implementation through completion

• Prior experience as a Quality Control Engineer, QA/QC Engineer, Project Engineer, or similar construction quality or project supervision role

• Demonstrated experience supervising Project Engineers, Site Engineers, subcontractors, and construction teams

• Strong understanding of construction methods, quality inspection procedures, plans, specifications, and engineering standards

• Ability to identify defects, workmanship issues, technical risks, and non-conforming work

• Strong knowledge of planning, scheduling, site coordination, documentation, progress monitoring, and reporting

• Ability to review and interpret drawings, specifications, contracts, and engineering documents

• Strong supervisory, leadership, decision-making, problem-solving, and communication skills

• Ability to manage multiple projects or project teams, as required

Preferred

• Experience supervising medium- to large-scale civil, structural, building, infrastructure, or government projects

• Experience working with DPWH or other government agencies

• Familiarity with QA/QC systems, Inspection and Test Plans, NCR management, punch-list management, material testing, and turnover documentation

• Exposure to ISO-based Quality Management Systems

• Experience coordinating with consultants, government engineers, inspectors, subcontractors, and end-users

• Experience supervising and developing Project Engineers

Reporting Relationship

• The Project Manager reports to designated Company Management or the Department Head.

• Project Engineers assigned to each project report directly to the Project Manager.

• The Project Manager provides supervision, direction, coordination, monitoring, and performance oversight to Project Engineers and their project teams.

• Project Engineers remain responsible for day-to-day implementation and management of their assigned projects, subject to the supervision and direction of the Project Manager.
