2. Supervision of Site Engineer and Technical Team
- Assigning work instructions to the Site Engineer
- Reviewing daily site reports prepared by the Site Engineer
- Guiding technical execution when issues arise on-site
- Approving methods of construction proposed by Site Engineer
- Ensuring Site Engineer properly coordinates with Supervisors, Foremen and subcontractors
3. Construction Planning and Work Scheduling
- Developing and monitoring 2-week, monthly, and milestone schedules
- Coordinating sequencing of works from Pres-Construction, Construction and Post Construction
- Ensuring Site Engineer implements daily work plans effectively
- Adjusting schedules based on delays, manpower, or material issues.
4. Coordination -
- Project Manager and Sr. Project Manager
- Consultants if Applicable
- Subcontractors
- Suppliers and Procurement
5. Quality Assurance and Quality Control (QA/QC Oversight)
- Verifies that Site Engineer checks works before inspection requests
- Ensures compliance with drawings, specs, and method statements
- Reviews inspection and test reports (ITRs)
- Orders corrective actions for defects or non-conformance
- Ensures proper materials approval before use
6. Cost Control and Resource Management
- Monitoring material usage and wastage
- Ensuring proper labor productivity from subcontractors
- Approving requisitions submitted by Site Engineer
- Coordinating delivery schedules to avoid overstocking or delays
- Reporting potential cost overruns to higher management
7. Safety Management and Enforcement
- Enforces safety policies on-site
- Coordinates with safety officers
- Ensures Site Engineer enforces PPE compliance among workers
- Implement the authority to hold or stop unsafe activities when necessary
- Ensures toolbox meetings and safety briefings are conducted
8. Progress Monitoring and Reporting
- Reviews daily accomplishment reports from Site Engineer
- Prepares progress reports for management/client
- Tracks actual vs. planned progress
- Identifies delays and initiates recovery plans
9. Problem Solving and Technical Decision-Making
- Evaluates the problem with Site Engineer input
- Makes final site-level decisions within authority
- Ensures solutions do not compromise safety, quality, or cost
10. Documentation and Compliance Control -
- Daily logs and manpower reports
- Inspection requests and approvals
- Material approvals and delivery records
- Change orders and variation works documentation
- Compliance with permits and other site requirements.
11. Subcontractor Management
- Approves subcontractor work schedules
- Ensures Site Engineer monitors subcontractor productivity
- Handles coordination between multiple subcontractors
- Resolves disputes or scope misunderstandings
- Ensures subcontractor works meet quality and timeline requirements
