CIVIL PROJECT ENGINEER
(FIT-OUT & STRUCTURAL WORKS)
1. Job Description
The Civil Project Engineer is accountable for the safe, timely, quality-compliant, and cost-conscious execution of assigned civil, structural, architectural, and interior fit-out works. The role translates approved drawings, specifications, BOQ, method statements, and project schedules into measurable site outputs while coordinating all work interfaces and maintaining ABI documentation and reporting standards.
2. Qualifications and Competency Requirements
- Bachelor's Degree in Civil Engineering.
- Licensed Civil Engineer is preferred.
- Minimum 3-5 years of relevant experience in commercial, residential, office, retail, industrial, fit-out, and/or structural construction projects.
- Strong working knowledge of concrete, reinforcing steel, formworks, steel structures, masonry, drywall, ceiling, floor, wall, finishing, and interior fit-out works.
- Ability to read, interpret, coordinate, and identify conflicts in structural, architectural, and MEPF drawings.
- Working knowledge of construction methodologies, quantity take-off, progress measurement, quality control, inspection procedures, and occupational safety requirements.
- Proficiency in AutoCAD, Microsoft Project, Primavera P6, Microsoft Excel, Word, and PowerPoint.
- Strong leadership, communication, coordination, analytical, reporting, and problem-solving skills.
- Willingness to work on-site, on shifting or extended schedules when required, and to manage multiple work fronts.
3. Key Responsibilities and Accountabilities
A. Planning and Work Preparation
- Review the contract scope, BOQ, approved drawings, specifications, project schedule, method statements, and site conditions before execution.
- Prepare and maintain a detailed two-week and seven-day look-ahead schedule, daily work plan, manpower requirement, equipment requirement, and material requirement forecast.
- Break down assigned scope by area, zone, floor, work package, or measurable quantity and establish daily and weekly production targets.
- Identify constraints, design conflicts, access limitations, long-lead materials, predecessor activities, and required permits before work starts.
B. Site Execution and Supervision
- Supervise civil, structural, architectural, and fit-out activities in accordance with approved plans, specifications, methodology, quality requirements, and schedule.
- Conduct daily toolbox coordination with foremen, subcontractors, micro-subcontractors, and trade partners and issue clear output-based work targets.
- Ensure proper sequencing and interface coordination among civil, architectural, MEPF, specialty, and owner-supplied works.
- Verify actual accomplishment, installed quantities, manpower productivity, and remaining balance per area and work package.
- Immediately stop, correct, and elevate defective, unsafe, out-of-sequence, or unauthorized work.
C. Schedule and Recovery Management
- Monitor actual progress against baseline, catch-up, and look-ahead schedules and quantify slippage by activity and area.
- Prepare recovery actions for delayed works, including manpower augmentation, resequencing, parallel work fronts, extended hours, and sectional turnover.
- Provide daily and weekly progress data, photographs, constraints, commitments, and forecast completion dates to the Project Manager.
- Issue timely internal escalation for delays attributable to approvals, access, materials, drawings, client instructions, or other trades.
D. Quality Assurance and Control
- Coordinate inspection requests, material inspections, mock-ups, tests, hold points, and work acceptance with QA/QC and the consultant/client.
- Ensure that no work is concealed or succeeded without the required inspection and approval.
- Prevent rework through pre-activity briefings, approved samples, first-work inspection, and continuous quality checks.
- Close punchlist, NCR, defect, and rectification items within the committed period and maintain proper evidence of closure.
E. Cost, Quantity, and Resource Control
- Check site quantities, accomplishments, wastage, material usage, and subcontractor billing support against approved scope and actual installation.
- Control avoidable rework, idle manpower, material losses, equipment downtime, and unplanned overtime.
- Identify variation, additional work, owner instruction, and scope changes and submit complete records to Commercial within the contractual notice period.
- Support quantity take-off, cost evaluation, material reconciliation, and final account documentation.
F. Safety and Site Compliance
- Implement ABI safety policies, approved HIRAC/JSA, permits, daily safety cycle, housekeeping, access control, and work-area protection.
- Coordinate with the Safety Officer before starting high-risk work and ensure correction of unsafe acts and conditions.
- Ensure subcontractor compliance with PPE, work permits, scaffolding, lifting, hot work, electrical, and emergency requirements.
- Maintain productivity without compromising safety, quality, or legal working-hour requirements.
G. Coordination, Documentation, and Reporting
- Coordinate professionally with the client, consultant, designer, subcontractors, suppliers, and internal ABI departments.
- Prepare daily reports, weekly progress reports, manpower reports, site instructions, RFIs, technical queries, inspection records, and photo documentation.
- Maintain updated drawing registers, RFI logs, material approval logs, inspection logs, punchlist logs, and as-built information.
- Attend coordination meetings, record commitments affecting assigned scope, and close action items by the agreed due date.
H. Testing, Close-Out, and Turnover
- Complete pre-punching by area and coordinate testing, commissioning interfaces, final inspections, and client acceptance.
- Ensure submission of as-built drawings, warranties, test results, operation/maintenance information, turnover records, and close-out documents applicable to the assigned scope.
- Support demobilization, material reconciliation, final measurement, retention release requirements, and project lessons learned.
4. Authority and Escalation
- May direct foremen, subcontractors, micro-subcontractors, and site personnel within the assigned work scope, subject to the approved project organization and Project Manager authority.
- May reject or stop defective, unsafe, non-compliant, unapproved, or out-of-sequence work and immediately inform the Project Manager, QA/QC, and Safety.
- Must not approve commercial changes, cost commitments, material substitutions, design changes, or contractual time extensions without authorized approval.
- Must escalation critical delays, unresolved RFIs, material shortages, access constraints, safety risks, quality failures, and potential variation claims within 24 hours or sooner when urgent.
