Upgrade Energy Philippines is seeking a proactive Procurement Supervisor to oversee daily procurement activities for solar energy projects. You will supervise procurement officers, review requests and POs, and lead supplier negotiations to optimize cost and delivery performance.

Upgrade Energy Philippines (UGEP), a leading renewable energy company in the Philippines focused on delivering high-quality and cost-competitive solar energy and energy efficiency projects, is looking for a proactive and results-driven Procurement Supervisor to join our dynamic team.
The Procurement Supervisor oversees the daily operations of the Procurement Division, supervising Procurement Officers and Purchasing Officers to ensure the timely, cost-effective, and compliant procurement of materials, equipment, and services required for renewable energy and solar projects. This role is responsible for supplier management, procurement planning, contract administration, cost optimization, and continuous improvement of procurement processes while supporting project schedules and organizational objectives.
KEY RESPONSIBILITIES:
Supervise and lead Procurement Officers and Purchasing Officers in daily procurement activities.
Review and approve purchase requests, purchase orders, and supplier recommendations within delegated authority.
Ensure timely procurement of solar modules, inverters, mounting structures, electrical materials, cables, BOS components, tools, PPE, and indirect materials.
Monitor procurement schedules to support project timelines and operational requirements.
Prioritize purchasing activities based on project urgency and inventory requirements.
Identify, evaluate, qualify, and develop local and international suppliers.
Maintain strategic relationships with key suppliers and manufacturers.
Conduct supplier performance evaluations covering quality, delivery, pricing, responsiveness, and service.
Lead supplier negotiations to obtain the best commercial and contractual terms.
Resolve supplier-related issues including delivery delays, quality concerns, and warranty claims.
Develop sourcing strategies to achieve cost savings without compromising quality.
Perform price benchmarking and market analysis.
Recommend alternative suppliers and products where appropriate.
Support value engineering initiatives for renewable energy projects.
Monitor procurement KPIs including:
Cost savings
Purchase cycle time
Supplier on-time delivery
Procurement lead time
Purchase price variance
Coordinate with Engineering, Project Management, Warehouse, Finance, and Logistics to forecast procurement requirements.
Review material requirement plans and procurement schedules.
Ensure critical materials are available before project mobilization.
Monitor long-lead items and expedite deliveries when necessary.
Review purchase contracts, quotations, bids, and supplier agreements.
Ensure procurement documentation complies with company policies and audit requirements.
Maintain accurate procurement records and supplier databases.
Ensure proper documentation for importation, warranties, certifications, and technical compliance where applicable.
Supervise, mentor, and develop Procurement Officers and Purchasing Officers.
Assign workloads and monitor staff productivity.
Conduct performance evaluations and coaching sessions.
Promote teamwork, accountability, and continuous improvement.
Ensure compliance with procurement policies and ethical sourcing practices.
Ensure procurement activities comply with company policies, legal regulations, and industry standards.
Monitor supplier compliance with quality, environmental, and safety requirements.
Identify procurement risks and develop mitigation plans.
Support internal and external audits.
Improve procurement workflows and approval processes.
Recommend process automation and ERP system enhancements.
Standardize procurement procedures and documentation.
Support digital procurement initiatives.
Bachelor's Degree in Supply Chain Management, Procurement, Business Administration, Industrial Engineering, Engineering, or a related field.
Minimum 5 years of procurement or purchasing experience.
At least 2 years in a supervisory or team leadership role.
Experience in renewable energy, solar EPC, construction, electrical, or industrial sectors is highly preferred.
Experience sourcing imported equipment is an advantage.
