Job summary

Unioil Petroleum Philippines, Inc. seeks a Procurement Engineer to lead end-to-end procurement of construction materials for its infrastructure projects.

You will collaborate with project engineers, contractors, and suppliers to ensure quality, cost effectiveness, and timely delivery. The role requires a Civil Engineering background, 3–5 years in procurement for construction, and familiarity with ERP systems such as SAP or Oracle.

Qualifications

• Bachelor's degree in Civil Engineering.
• Licensed Civil Engineer (PRC) is strongly preferred.
• Minimum 3–5 years of procurement experience in construction materials or infrastructure projects.
• Experience with bid preparation, supplier evaluation, and purchase order management.
• Experience with ERP procurement modules (e.g., SAP, Oracle) is advantageous.

The Procurement Engineer is responsible for managing the end-to-end procurement of construction materials (Retail Stations, Facilities Etc.), equipment, and related services to support Unioil's infrastructure and facility development projects. This role sits at the intersection of engineering knowledge and supply chain management — ensuring that construction materials are sourced at the right quality, cost, and time to keep projects on schedule. Working closely with project engineers, contractors, and suppliers, the Procurement Engineer plays a critical role in safeguarding Unioil's capital expenditure and maintaining the integrity of its physical assets.

How You’ll Drive Success

Procurement & Sourcing

• Manage end-to-end procurement of construction materials including civil, structural, architectural, mechanical, electrical, and plumbing (MEP) components for Unioil's infrastructure and facility projects

• Identify, evaluate, and pre-qualify suppliers and contractors based on technical capability, financial stability, delivery performance, and compliance with Unioil standards

• Prepare and issue Requests for Quotation (RFQs), Requests for Proposal (RFPs), and purchase orders in accordance with Unioil's procurement policies and project timelines

• Conduct thorough bid evaluations, price negotiations, and award recommendations — ensuring best value without compromising quality or project integrity

• Maintain an updated and accurate vendor master list and approved supplier database for construction-related materials and services

Technical Review & Quality Assurance

• Review material specifications, bill of quantities (BOQs), and technical submittals to ensure procured items meet design and project standards

• Coordinate with project engineers and consultants to resolve technical queries on material substitutions, equivalents, and compliance with applicable codes and standards

• Conduct or coordinate inspection and acceptance of delivered construction materials, ensuring conformance to approved specifications and purchase order terms

• Evaluate and process material deviation requests in coordination with the engineering team, documenting technical justifications for approval

Contract & Supplier Management

• Monitor supplier performance against contractual obligations including delivery schedules, quality, and after-sales support — escalating issues as needed

• Build and maintain strong supplier relationships to secure favorable pricing, priority access, and long‑term partnership for critical construction materials

• Manage warranty claims, returns, and disputes related to procured materials in a timely and professional manner

Cost Control & Reporting

• Track and report procurement expenditures against approved project budgets, flagging variances and recommending corrective actions

• Contribute to cost benchmarking and should‑cost analysis for key construction material categories to support budget planning and negotiations

• Prepare procurement status reports, savings summaries, and supplier scorecards for submission to the Procurement Head and project stakeholders

• Support internal and external audits by maintaining complete, accurate, and audit‑ready procurement documentation

Cross‑Functional Coordination

• Collaborate closely with the Engineering, Finance, Legal, and Operations teams to align procurement activities with project requirements and organizational policies

• Participate in project kick‑off meetings, site visits, and progress reviews to maintain a clear understanding of project procurement needs and timelines

• Ensure compliance with Unioil's procurement policies, ethical sourcing standards, and applicable government regulations on public and private procurement

The Expertise You Bring

Education

• Bachelor's degree in Civil Engineering

• Licensed Civil Engineer (PRC) is strongly preferred

Experience

• Minimum 3-5 years of experience in procurement, preferably with direct focus on construction materials, civil works, or infrastructure projects

• Demonstrated experience in sourcing and procuring a broad range of construction materials including concrete products, steel, aggregates, waterproofing, formwork, and finishing materials

• Experience in bid preparation, supplier evaluation, contract administration, and purchase order management

• Background in project‑based environments (construction, real estate, oil & gas, utilities, or industrial facilities) is an advantage

• Experience working with SAP, Oracle, or other ERP procurement modules is an advantage

Skills & Competencies

• Strong technical foundation in civil engineering — able to interpret drawings, specifications, BOQs, and technical standards

• Solid understanding of the construction materials market in the Philippines, including key suppliers, pricing benchmarks, and quality standards

• Excellent negotiation skills — able to secure competitive pricing and favorable terms without compromising supplier relationships

• High attention to detail in reviewing procurement documents, contracts, and material specifications Strong organizational and time management skills, with the ability to handle multiple procurement transactions simultaneously across active projects

• Proficient in Microsoft Office (Excel, Word, PowerPoint); familiarity with procurement or project management systems is an advantage
