The Treasury Manager is responsible for the overall supervision of the Company’s Cash Management function and forex trading transactions, ensuring that cash resources and returns are maximized while the cost of borrowings and forex losses are minimized. The role leads the Bank Relationship function, drives Cash Management Solutions and systems projects with banks and IT partners, and leads, supervises, and mentors the Treasury team, providing the CFO with timely, accurate reporting to support sound financial decision-making.

How You’ll Drive Success
Cash Management Supervision
  • Exercise overall supervision of the Cash Management function, ensuring cash positions across all bank accounts and business units are monitored, consolidated, and optimized daily.
  • Ensure surplus cash is maximized through timely sweeping, pooling, and placement in appropriate short-term investment instruments, consistent with Company policy and risk appetite.
  • Ensure the cost of borrowings is minimized by optimizing the funding mix, negotiating favorable terms with banks, and timing drawdowns/repayments to reduce interest expense.
  • Review and approve daily cash position reports, bank reconciliations, and cash flow forecasts prepared by the treasury team.
  • Establish and monitor cash management policies, controls, and approval limits to safeguard Company funds.
  • Define and periodically re-define Treasury KPIs, ensuring these are anchored on maximizing returns on cash and minimizing losses from forex transactions.
Cash Flow Forecasting and Liquidity Planning
  • Prepare and regularly update short-, medium-, and long-term cash flow forecasts to anticipate funding needs and surplus cash positions
  • Monitor liquidity levels against approved thresholds and elevate funding gaps or excess idle cash to the CFO with recommended action.
  • Coordinate with Business Units and Accounting to ensure accurate and timely inputs into cash forecasts.
  • Exercise overall supervision of forex trading transactions, ensuring that all forex deals entered into correspond to actual, verified forex requirements of the Company.
  • Ensure forex deals are accurately and promptly placed with partner banks, with proper deal confirmation, documentation, and settlement.
  • Monitor forex exposure and market movements, recommending timing and structuring of forex deals to minimize transaction losses.
  • Ensure segregation of duties and adequate controls between forex deal origination, confirmation, and settlement.
Debt and Investment Management
  • Recommend the optimal mix of short-term and long-term borrowings to fund working capital and capital expenditure requirements at minimum cost.
  • Manage placements of excess funds in time deposits, money market instruments, or other approved investment vehicles to maximize yield within acceptable risk limits.
  • Monitor market interest rates, FX rates, and other indicators relevant to funding and investment decisions.
Bank Relationship Management
  • Lead the Bank Relationship function of UPPI, serving as the primary point of contact for the Company’s partner banks and financial institutions.
  • Ensure all bank requirements — documentary, regulatory, KYC, and operational — are consistently met and fully complied with.
  • Ensure all bank credit facilities are kept active, with renewals, documentation, and covenant compliance completed on or ahead of schedule.
  • Negotiate credit facilities, pricing, and service terms to secure the most cost-efficient and reliable banking arrangements.
Cash Management Solutions and Systems Projects
  • Lead the design and implementation of Cash Management Solutions projects, working directly with partner banks and with internal and external IT partners.
  • Define business and system requirements, oversee testing and rollout, and ensure new treasury/cash management platforms are properly integrated with existing systems and controls.
  • Drive continuous improvement of treasury systems and processes to enhance visibility, efficiency, and control over cash and forex transactions.
Risk Management and Compliance
  • Identify, monitor, and mitigate treasury-related risks, including liquidity risk, interest rate risk, foreign exchange risk, and counterparty risk.
  • Ensure compliance with BSP regulations, tax requirements, loan covenants, and internal policies relating to treasury and forex operations.
  • Maintain and strengthen internal controls over cash handling, forex dealing, disbursements, and bank account administration.
Reporting and Analysis
  • Lead the periodic reporting of the results of the Treasury group, including cash position, borrowing costs, forex trading results, and investment income, for the CFO and Management.
  • Provide scenario analyses and recommendations on financing structures, forex strategy, and cash deployment to support strategic decision-making.
  • Support budgeting and financial planning processes with treasury-related inputs and assumptions.
  • Lead, supervise, and mentor Treasury staff, ensuring their professional growth and development are maintained at all times.
  • Ensure adequate coverage, succession planning, and adherence to controls across the Treasury team.
  • Review and approve treasury and forex transactions and disbursements within delegated authority limits.
The Expertise You Bring
Education
  • Bachelor's degree in Accountancy, Finance, or a related field; CPA a strong advantage.
Experience
  • Strong knowledge of cash management systems, forex trading and settlement procedures, banking products, credit facilities, and Philippine banking/BSP regulations.
  • Demonstrated experience managing bank relationships end-to-end, including credit facility negotiation, renewal, and covenant compliance.
  • Prior exposure to leading or participating in cash management systems/technology implementation projects, coordinating with banks and IT partners, is a strong advantage.
  • Demonstrated ability to structure financing, manage forex exposure, and manage banking relationships to reduce borrowing costs and forex losses.
  • Proficient in financial modeling and spreadsheet analysis (advanced Excel); experience with treasury management systems and ERP platforms is a plus.
  • Strong analytical, negotiation, and communication skills, with the ability to present recommendations clearly to senior management.
  • Demonstrated people-management skills, with a track record of mentoring and developing treasury staff.
  • High level of integrity and sound judgment in handling confidential financial information and Company funds.
