Job Summary

The HSSE/Pollution Control Officer is responsible for ensuring full compliance with Philippine occupational safety and health regulations and environmental laws. This role integrates the functions of a Safety Officer (as required by DOLE) and a Pollution Control Officer (as required by DENR-EMB), ensuring safe work practices and proper environmental management across all operations.

Key Duties and Responsibilities

A. Occupational Safety and Health (DOLE Compliance)

• Implement and monitor compliance with the Republic Act No. 11058 and its Implementing Rules and Regulations
• Ensure adherence to the DOLE Department Order No. 198-18 and applicable Occupational Safety and Health Standards (OSHS)
• Act as designated Safety Officer in accordance with DOLE accreditation requirements (SO2/SO3/SO4, as applicable)
• Develop and implement the company’s Safety and Health Program (SHP) and ensure DOLE approval when required
• Conduct regular workplace inspections, hazard identification, and risk assessments (HIRAC/JHA)
• Organize and facilitate Toolbox Meetings and Safety Trainings for all workers
• Ensure provision and proper use of Personal Protective Equipment (PPE)
• Investigate workplace accidents, incidents, and near misses; prepare and submit reports to DOLE as required
• Maintain OSH records, including medical records, incident logs, and training documentation
• Assist in emergency preparedness, including fire drills, evacuation plans, and first aid readiness
• Coordinate with DOLE during inspections, audits, and compliance checks

B. Environmental Management (DENR Compliance)

• Serve as the designated Pollution Control Officer (PCO) as required by the Presidential Decree No. 1586 and related DENR regulations
• Ensure compliance with permits such as Environmental Compliance Certificate (ECC), Discharge Permit, and Permit to Operate (Air/Water)
• Monitor and ensure compliance with the Republic Act No. 9275 and Republic Act No. 8749
• Oversee implementation of proper waste management in compliance with Republic Act No. 9003
• Manage hazardous waste in accordance with Republic Act No. 6969
• Prepare and submit reports to DENR-EMB (e.g., SMR, CMR, PCO Reports)
• Monitor air emissions, wastewater discharge, and other environmental parameters
• Maintain environmental records, permits, and compliance documentation
• Coordinate with DENR-EMB during inspections, monitoring, and audits
• Conduct environmental awareness training and sustainability initiatives

C. General HSSE Responsibilities

• Develop and enforce integrated HSSE policies and procedures
• Promote a strong safety and environmental culture within the organization
• Conduct internal audits and compliance reviews
• Provide guidance and supervision to site safety personnel
• Coordinate with contractors and subcontractors to ensure HSSE compliance
• Report HSSE performance, incidents, and risks to management
• Recommend continuous improvement programs for safety and environmental systems
