This extensive and efficient healthcare supply and service capability underpins the role of the People & Culture Supervisor in Manila, supporting the company’s growth and operational excellence in the region.
The People & Culture Supervisor leads the full range of human resources activities across ParagonCare's Manila offices, acting as the primary HR contact for all Manila-based employees and managers. The role spans talent acquisition, employee relations, performance management, payroll and compliance, learning and development, and employee engagement and culture.
This is a hands-on role that combines operational HR delivery with building leader capability. The Supervisor manages statutory and compliance obligations under Philippine labour law and Group policies directly, while also equipping Manila's and Shared Services people leaders to take ownership of team performance, development, and day-to-day people management. The role operates within a leader-led people model and is guided by the ParagonCare values of Accountable, Discipline, Empowerment, Initiating, and Communication.
Key Accountabilities
HR Operations & Team Leadership
- Supervise, mentor, and guide HR Coordinators, assigning daily work, reviewing outputs, addressing performance gaps, and fostering team development in alignment with ParagonCare's empowerment value.
- Manage employee lifecycle administration directly, covering attendance records, leave administration, performance evaluation processes, and HR reporting.
- Coordinate with cross-functional stakeholders, including IT teams, equipment setup, and onboarding processes for new hires.
- Champion ParagonCare's leader-led people model by coaching Manila and Shared service managers to take greater ownership of team performance and day-to-day people management.
Talent Acquisition & Onboarding
- Lead end-to-end recruitment strategies across all Manila roles, ensuring timely and quality hiring aligned with ParagonCare's focus on cultural fit, leadership potential, and adaptability to change.
- Partner with hiring managers to understand workforce needs, define role requirements, and facilitate selection processes.
- Oversee onboarding programs to ensure the smooth integration of new employees into ParagonCare's culture and values.
Employee Relations & Compliance (Philippines)
- Serve as the primary point of contact for all employee relations matters for Manila-based employees, including grievances, disciplinary actions, performance issues, and conflict resolution.
- Conduct and oversee investigations into misconduct, policy violations, and workplace concerns, ensuring due process, confidentiality, and proper documentation in accordance with the Philippine Labor Code.
- Ensure all HR policies, procedures, and practices comply with the Philippine Labor Code, DOLE regulations, and all relevant government‑mandated requirements.
- Maintain accurate personnel records and data in compliance with applicable Philippine laws and ParagonCare's data management standards.
Performance Management
- Oversee the performance management cycle for all Manila employees, including goal setting, mid‑year reviews, and year‑end evaluations aligned with ParagonCare's accountability and discipline values.
- Coach Manila and shared service managers on effective feedback, performance conversations, and corrective action processes.
- Administer performance improvement plans and disciplinary actions in accordance with company policy and Philippine labor law.
Compensation, Benefits & Payroll (Philippines)
- Supervise timekeeping and the administration of employee benefits including HMO, leave programs, and all Philippine government‑mandated benefits.
- Ensure compensation packages remain competitive and consistent with Philippine laws regulating minimum wage, overtime, and statutory entitlements.
Learning & Development
- Identify training needs and coordinate learning programs for Manila employees aligned with ParagonCare's business priorities and the leader‑led people model.
- Design and implement onboarding, orientation, and continuous learning initiatives that embed ParagonCare's core values and high‑performance culture.
- Maintain training records and evaluate the effectiveness of development programs.
Employee Engagement & Culture
- Develop and implement people experience initiatives and engagement programs that foster commitment, motivation, collaboration, and performance consistent with ParagonCare's One Team culture.
- Champion ParagonCare's values (A.D.E.I.C.) through recognition programs, internal communications, and employee events at the Manila offices.
- Analyse engagement survey results, turnover trends, and other workforce metrics to identify opportunities and recommend solutions to Manila leadership and the Group P&C team.
HR Reporting & Analytics
- Maintain accurate employee records and HR databases; prepare regular HR reports including headcount, attrition, payroll summaries, and compliance dashboards for Manila and, where required, for consolidation into Group‑level reporting.
- Monitor team performance against defined metrics and service quality standards.
- Support internal and external audits and ensure data accuracy across all HR systems.
HR Policy & Process Improvement
- Participate in the review, development, and implementation of HR policies and procedures, ensuring alignment between ParagonCare Group people frameworks and Philippine statutory requirements.
- Identify process efficiencies and drive continuous improvement across Manila HR operations in line with ParagonCare's operational excellence ethos.
- Ensure that all employees are informed of and comply with the ParagonCare Code of Conduct, noting that where Group policies may conflict with local laws and regulations, local Philippine laws and regulations will prevail.
Academic & Trade Qualifications
Minimum Required
- Bachelor’s degree in human resources management, Psychology, Business Administration, Organisational Development, or a related field.
Preferred
- Master’s degree in human resources management, Business Administration (MBA), or Organisational Development is an advantage.
- Professional HR certification such as SHRM Certified Professional (SHRM‑CP), Professional in Human Resources (PHR), or its Philippine equivalent (e.g., CHRP) is highly desirable.
Work Experience
- Minimum of 12 years of progressive HR experience with demonstrated exposure to multiple HR functions including recruitment, employee relations, payroll processing, performance management, and HR operations.
- At least 5 years in a supervisory, team lead, or people management capacity, with demonstrated ability to lead, coach, and develop an HR team.
- Proven experience managing complex employee relations cases and end‑to‑end recruitment processes within a Philippine employment context.
- Hands‑on experience with Philippine statutory benefits and compliance.
- Prior experience working for a multinational or regional organisation, ideally within the healthcare, distribution, or manufacturing sector, is preferred.
- Experience with HR and payroll systems; proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
