Oriental Consultants Philippines, Inc. seeks an experienced Monitoring and Evaluation (M&E) specialist to lead data-driven oversight for building retrofitting projects in Metro Manila.

Bachelor’s Degree in Computer Science, Information Technology, Information Systems, Engineering, or another related field.
Preferably with a Master’s Degree in a related field, such as Project Management, Monitoring and Evaluation, Information Systems, Data Analytics, Development Management, Engineering, or a related discipline.
Must have completed relevant professional training in monitoring and evaluation systems, data management, project performance monitoring, GIS, or related areas.
Minimum of ten (10) years of professional experience in monitoring and evaluation, information systems, data management, project monitoring, or a related field.
At least five (5) years of relevant/similar experience in designing, developing, implementing, and managing Monitoring and Evaluation (M&E) systems for infrastructure, construction, building, rehabilitation, retrofitting, or development projects.
Demonstrated experience in developing M&E frameworks, performance indicators, monitoring tools, reporting systems, and project performance databases.
Experience in data collection, validation, analysis, visualization, and reporting for large-scale infrastructure or development projects.
Experience in using Geographic Information Systems (GIS) for project monitoring, mapping, spatial analysis, or infrastructure-related applications.
Proficiency in data management and visualization tools, such as Microsoft Excel, Power BI, Tableau, GIS software, or equivalent platforms.
Experience in developing dashboards, databases, progress-monitoring systems, and project information management systems is an advantage.
Experience in monitoring project schedules, physical and financial progress, outputs, outcomes, risks, and performance indicators.
Knowledge of project management, infrastructure development, construction monitoring, and results-based management is preferred.
Experience working with government agencies, international development organizations, consultants, contractors, or other project stakeholders is an advantage.
Strong analytical, organizational, communication, presentation, and report-writing skills.
Develop and implement the project's Monitoring and Evaluation (M&E) framework and system for the building retrofitting project.
Establish appropriate performance indicators, baselines, targets, milestones, and monitoring methodologies for project activities.
Develop and maintain an integrated project monitoring database and information management system.
Design and maintain M&E tools, templates, dashboards, tracking systems, and reporting mechanisms.
Collect, consolidate, validate, and analyze project data from the Project Management Team, contractors, consultants, and other stakeholders.
Monitor the project's physical and financial progress against approved plans, targets, schedules, and budgets.
Track the implementation of building retrofitting activities, deliverables, milestones, outputs, and outcomes.
Develop and maintain GIS-based monitoring systems and maps to support the visualization and monitoring of project locations, activities, progress, and relevant infrastructure data.
Prepare periodic M&E reports, progress reports, dashboards, analytical reports, and management summaries.
Analyze project performance data and identify delays, variances, implementation issues, risks, and areas requiring corrective action.
Provide evidence-based recommendations to the Project Manager/Team Leader to improve project implementation and performance.
Establish data-quality procedures and conduct data validation and verification to ensure the accuracy, consistency, completeness, and reliability of project information.
Monitor and document the implementation of corrective and preventive actions arising from identified project issues.
Coordinate with technical specialists, including Structural, Architectural, Green and Resilient Construction, Procurement and Contract Management, Financial Management, and other project teams, to obtain and validate project performance data.
Develop appropriate data collection and reporting procedures for contractors, consultants, and project staff.
Monitor key project indicators related to cost, schedule, quality, scope, outputs, outcomes, risks, and other agreed performance measures.
Support the preparation of baseline studies, periodic assessments, mid-term reviews, and project completion evaluations, as required.
Maintain an organized and secure project information and M&E database, ensuring that records are updated and readily accessible to authorized users.
Prepare data visualizations, charts, dashboards, and other analytical materials for management presentations and stakeholder meetings.
Provide technical support and training to project staff and other stakeholders on M&E tools, data management, reporting procedures, and GIS applications.
Assist in identifying and documenting lessons learned, good practices, implementation challenges, and recommendations throughout the project.
Ensure that M&E activities are aligned with the requirements of the implementing agency, project management team, and financing/development partner, where applicable.
Support project audits, reviews, and assessments by providing relevant monitoring data, performance records, reports, and supporting documentation.
Participate in project coordination meetings, site visits, progress reviews, and technical discussions as necessary.
