The MEAL Officer leads the design and implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems for resilience-focused projects, including Disaster Risk Reduction (DRR), Disaster Preparedness (DP), and community resilience initiatives across ACCESS, EARTH, and FFBS projects, among other DRR, DP, and resilience projects of the HDRP Unit.
The role ensures the collection and analysis of high-quality data to inform adaptive programming, evidence-based decision-making, and donor-compliant reporting. The MEAL Officer supports learning and knowledge management across projects, strengthens consortium-wide MEAL frameworks, and promotes accountability to communities, integrating lessons on gender, protection, and risk management into resilience interventions.
Support the implementation of CARE’s MEAL framework across DRR, disaster preparedness, and resilience programming,
Serve as MEAL focal person for assigned project sites, ensuring alignment with CARE standards and donor MEAL requirements.
Assist in the harmonization of MEAL tools, indicators, data collection processes, and reporting templates across project partners and community structures.
Work closely with project teams to ensure monitoring systems are functional, context‑appropriate, and designed to measure resilience outcomes.
Maintain updated MEAL documentation, ensuring accuracy, completeness, and compliance with consortium and donor requirements.
Collaborate with the PDQLU, especially with the PQ MEAL Specialist in aligning activities with CARE's MEAL and PQ framework.
Lead the planning and rollout of baseline, midline, endline, PDM, KAP, and other project‑specific assessments for resilience programming.
Conduct regular indicator tracking against project logframes and activity targets, ensuring timely and accurate updates.
Implement data quality assurance measures, including routine verification, validation, and adherence to ethical and safeguarding data practices.
Consolidate, clean, and analyze field-level quantitative and qualitative data to support learning and adaptive programming.
Provide initial analysis and visualizations for use in reports, learning products, and decision‑making sessions.
Support the establishment and day‑to‑day functionality of Feedback and Accountability Mechanisms in resilience project areas.
Ensure community members—including women, youth, and vulnerable groups—have safe, confidential, and accessible channels to share feedback and complaints.
Document, classify, and route feedback and complaints following CARE’s protection, safeguarding, and confidentiality protocols.
Conduct periodic analysis of FAM data to identify trends, risks, or program improvement needs and elevate findings to the MEAL and project teams.
Promote community awareness of the FAM and strengthen staff capacity to handle feedback appropriately.
Lead the preparation and consolidation of monthly MEAL reports, indicator trackers, assessment summaries, and monitoring updates.
Generate data visualizations, dashboards, and simple reports for internal reviews, partner meetings, and donor updates.
Provide MEAL orientation and coaching to field staff, community volunteers, and implementing partners on monitoring tools and data collection methods.
Ensure MEAL inputs during needs assessments, concept notes, and resilience project proposals.
Assist project teams during donor visits, monitoring missions, community consultations, and field validations.
Conduct routine field monitoring visits to assess activity quality, relevance, and alignment with DRR, resilience, and humanitarian standards.
Support the facilitation of learning sessions, reflection activities, and after‑action reviews with project teams and partners.
Document lessons learned, good practices, and case stories that highlight project outcomes or resilience innovations.
Assist in monitoring the integration of gender equality, protection, climate risk, and resilience standards across interventions.
Contribute to adaptive management by providing timely field insights and data‑driven recommendations.

Bachelor’s degree in Social Sciences, Development Studies, DRR, or any related field, or equivalent combination of education and work experience.
Formal training in Monitoring, Evaluation, Accountability, and Learning (MEAL), including quantitative and qualitative data collection methodologies.
Training or certification in MEAL, DRR, humanitarian response, or data collection/management tools (e.g., Kobo, ODK, GIS).
At least 3 years experience in MEAL, monitoring, data collection, or field-level reporting in development, DRR, or resilience projects.
Basic skills in data collection tools (e.g., Kobo, ODK) and MS Office (Excel, Word, PowerPoint).
Experience conducting field monitoring, community consultations, or surveys.
Ability to produce simple data summaries, monitoring updates, and documentation.
