The role:
This role has overall control and responsibility for the project delivery and ensures that project parameters in terms of timely delivery, cost and quality are met. It has the authority to set the direction for project delivery and organize the project teams to meet the project parameters. Further, the Project Management Director - Program Management is accountable for the project governance arrangements.
You'll be responsible for:
- The overall success of the project, providing leadership and advice on strategic direction, planning, design, procurement and construction.
- Final agreement of scope, budget control, programme and PEP with the Project Manager(s).
- Establishing key performance indicators for costs, timely delivery and quality setting company expectations.
- Ensuring the provision of sufficient competent resources, in collaboration with the Project Management Section Head - Resource Planning and Project Control, to allow the project to meet time, quality and cost requirements.
- Monitoring quality, risk management, timeliness and financial controls of all work
- Risk management monitoring, regularly assessing and updating risks and intervening as necessary to implement mitigation plans.
- Ensuring compliance with all applicable Safety, Quality, Environmental and Contractual requirements, together with all applicable laws.
- Managing Claims and Disputes. Lead and coordinate with the Contracts Management team the liaison with contractors, consultants and vendors, ensuring compliance with contractual and commercial framework
- Manage and build relationships with all internal and external stakeholders and interfaces.
- Lead interaction and coordination with Senior Leadership Team (SLT) and ensures implementation of SLT’s directives, instructions and agreed suggestions.
- Providing regular performance feedback to team and highlights individual performance issues to the line manager. Instigate one on one feedback sessions with key project staff.
- Preparing reports for review by management, arranges attendance and ensures completeness and readiness of presentation material for SLT meetings and presentations.
- Participating and review audits and inspections.
- Ensures that the Project Management Team defines, develops, implements and updates the Project Management Plan and associated Project Execution Plan.
- Ensures that the Project Management Team Creates project teams for all project types with multiple disciplines (technical and commercial/contractual experts) from initiation to closeout, including mobilization.
- Ensures that the use of resources is coordinated and efficient and in line with the delivery requirements of the projects.
- Leads and directs the project management teams in creation of the business case.
- Works closely with the Land Acquisition and Stakeholder Management teams and coordinates efforts with applicable stakeholders to ensure awareness, share information, provide updates, discuss and resolve issues until completion.
- Ensures that the Project Management Team guarantees acquisition of all internal and external funding/endorsements, permits, Memorandum of Agreement (MOA),
- Right of Way (ROW), clearances, agreements and other resources required to deliver the project according to the schedule.
- Lead the project management team in developing and customizing ToRs. He/She closely coordinates with the project management and procurement teams the development of the ToR and other associated support documents to be released to the market as part of biding processes. Checks and ensures the TOR and associated tender documentation meets MWCI's needs and it is fit for purpose.
- Supports and leads the PM team in the preparation of works that needed technical and commercial feasibility, design packaging, cost build up , benchmarking and evaluation of budgets and procurement planning. For the integration of the Bidding Winners’ results; facilitates activity for final and conclusive agreement, resolves differences of opinions and undertakes pledge of support to the final decision.
- Approves each project management plans programs endorsed by project manager team leads for all planning activities across all Project Types, as per the established Project Management procedure.
- Provides technical expertise in implementing projects to support the improvement of water and wastewater systems & processes.
- Ensures the PM tools and reporting procedures and timely and efficiently applied by the Project management team, monitoring and auditing their implementation.
- Estimates schedule forecasts and mitigate impact on project time delay with the use of management tools
- Estimates CAPEX forecast and mitigate misalignments with the use of management tools
- Develops and updates as per agreed cadence a project schedule with a work breakdown structure aligned with the complexity requirements of the project
- Maintains and updates as per agreed cadence a critical path for the project schedule
- Forecast and prepares a mitigation plan on time and cost to address departures/delays on the agreed baseline schedule
- Plans and initiates project milestone reviews
- Develops and updates as per agreed cadence the project dashboards, ensuring the reporting of the latest project status
- Prepares and maintain an updated project risk register adequate to the project delivery stage. Manages the risk from the onset of the project to the project closure taking the project risks register through the different project life cycle stages.
- Forecasts and mitigates impact on time and cost due to risks, with the use management tools
- Leads Contract/Commercial initiatives.
- Implement a clear definition of closure procedures and documental requirements at the onset of the project.
- Leads and monitors the continuous gathering and appropriate recording of closure documentation along the whole project implementation.
- Ensure a prompt and efficient project closure within the contractual timescales.
- Takes responsibility for timely project closure preventing the projects to go into a contract lapse status.
You'll need to have:
- Preferably Graduate of any Engineering Field. Master's degree is an advantage.
- With at least 15-year work experience in project management infrastructure and engineering biased environment ideally in water/wastewater/network projects.
- PMP certified.
- Experienced in project portfolio or program management.

- Performs other related functions inherent in team operation, acts as corporate resource and performs other tasks assigned by higher management.
