Job summary

Oriental Consultants Philippines, Inc. seeks an experienced Monitoring and Evaluation (M&E) specialist to lead data-driven oversight for building retrofitting projects in Metro Manila.

You will develop frameworks, KPIs, dashboards, and integrated databases, coordinating with engineers, procurement, and management to ensure timely, quality delivery. The role requires strong analytical, data visualization, and reporting skills, with extensive experience in infrastructure projects and collaboration

Qualifications

• Bachelor’s Degree in Computer Science, Information Technology, Information Systems, Engineering, or another related field.
• Preferably with a Master’s Degree in a related field such as Project Management, Monitoring and Evaluation, Information Systems, Data Analytics, Development Management, Engineering, or related discipline.
• Must have completed relevant professional training in monitoring and evaluation systems, data management, project performance monitoring, GIS, or related areas.
• Minimum of ten (10) years of professional experience in monitoring and evaluation, information systems, data management, project monitoring, or related field.
• At least five (5) years of relevant/similar experience in designing, developing, implementing, and managing M&E systems for infrastructure, construction, building, rehabilitation, retrofitting, or development projects.
• Demonstrated experience in developing M&E frameworks, performance indicators, monitoring tools, reporting systems, and project performance databases.
• Experience in data collection, validation, analysis, visualization, and reporting for large-scale infrastructure or development projects.
• Experience in GIS for project monitoring, mapping, spatial analysis, or infrastructure-related applications.
• Proficiency in data management and visualization tools such as Excel, Power BI, Tableau, GIS software, or equivalent platforms.
• Experience in developing dashboards, databases, progress-monitoring systems, and project information management systems is an advantage.
• Experience in monitoring project schedules, physical and financial progress, outputs, outcomes, risks, and performance indicators.
• Knowledge of project management, infrastructure development, construction monitoring, and results-based management is preferred.
• Experience working with government agencies, international development organizations, consultants, contractors, or other project stakeholders is an advantage.
• Strong analytical, organizational, communication, presentation, and report-writing skills.

Responsibilities

• Develop and implement the project's Monitoring and Evaluation (M&E) framework and system for the building retrofitting project.
• Establish performance indicators, baselines, targets, milestones, and monitoring methodologies for activities.
• Develop and maintain an integrated project monitoring database and information management system.
• Design and maintain M&E tools, templates, dashboards, tracking systems, and reporting mechanisms.
• Collect, consolidate, validate, and analyze project data from the Project Management Team, contractors, consultants, and other stakeholders.
• Monitor the project's physical and financial progress against approved plans, targets, schedules, and budgets.
• Track the implementation of building retrofitting activities, deliverables, milestones, outputs, and outcomes.
• Develop and maintain GIS-based monitoring systems and maps to support visualization of locations and data.
• Prepare periodic M&E reports, progress dashboards, analytical reports, and management summaries.
• Analyze project performance data to identify delays, variances, risks, and corrective actions.
• Provide evidence-based recommendations to the Project Manager/Team Leader to improve implementation.
• Establish data-quality procedures and conduct data validation to ensure accuracy and reliability.
• Monitor and document corrective and preventive actions arising from issues.
• Coordinate with technical specialists to obtain and validate performance data.
• Develop data collection and reporting procedures for contractors and staff.
• Monitor key indicators related to cost, schedule, quality, scope, and risks.
• Support baseline studies, mid-term reviews, and project completion evaluations as required.
• Maintain an organized project information and M&E database for authorized access.
• Prepare data visualizations and dashboards for management and stakeholder meetings.
• Provide training on M&E tools, data management, reporting, and GIS applications.
• Assist in documenting lessons learned and good practices throughout the project.
• Ensure M&E activities align with implementing agency and financing partner requirements.
• Support audits, reviews, and assessments with relevant data and reports.
• Participate in coordination meetings, site visits, and progress reviews.
