Job summary

CARE Philippines is seeking a MEAL Officer to lead monitoring, evaluation, accountability, and learning activities across DRR, disaster preparedness, and resilience projects. You will ensure data quality, design assessments, and support adaptive programming with field teams.

The role emphasizes gender, safeguarding, and community accountability, coordinating with the HDRP Unit and PQ MEAL Specialist to align MEAL frameworks with CARE standards.

Qualifications

• Bachelor’s degree in Social Sciences, Development Studies, DRR, or related field.
• Formal training in Monitoring, Evaluation, Accountability, and Learning (MEAL).
• Training or certification in MEAL, DRR, humanitarian response, or data collection/management tools (Kobo, ODK).
• At least 3 years experience in MEAL, monitoring, data collection, or field-level reporting.
• Basic skills in data collection tools (Kobo, ODK) and MS Office (Excel, Word, PowerPoint).
• Experience conducting field monitoring, community consultations, or surveys.
• Ability to produce simple data summaries and monitoring updates.

Responsibilities

• Lead MEAL activities across DRR, resilience programming, and related projects.
• Oversee baseline, midline, endline, PDM, and other assessments.
• Manage data quality assurance and safeguarding data practices.
• Consolidate and analyze field data for reports and learning products.
• Provide data visualizations and dashboards for internal and donor updates.
• Support learning sessions and adaptive management with project teams.
