Job summary

Oriental Consultants Philippines, Inc. is seeking an experienced procurement and contract management professional to lead and oversee procurement for building retrofitting projects.

The role requires extensive knowledge of procurement processes, contract administration, and compliance with financing and government guidelines. Qualifications

• Licensed Civil Engineer or equivalent professional license/certification.
• Preferably with a Master’s Degree in related fields.
• Preferably with relevant certifications in procurement/contract management.
• Minimum of fifteen (15) years of professional experience in procurement/contract management or related fields.
• Preferably at least ten (10) years in infrastructure projects.
• Experience in procurement planning, bidding documents, tendering, bid evaluation, contract preparation, administration and close-out.
• Experience managing construction/infrastructure contracts including variations, claims and disputes.
• Familiarity with government procurement procedures and regulations.
• Knowledge of international procurement standards (FIDIC, WB, ADB, JICA) is highly desirable.
• Experience in retrofitting/ rehabilitation/infrastructure projects is highly preferred.
• Strong negotiation, commercial analysis, risk management, documentation and stakeholder coordination skills.
• Excellent communication, analytical, organizational and report-writing skills.
• Experience working with government agencies, international organizations, consultants, contractors and other stakeholders.
• Experience in foreign-funded or internationally financed infrastructure projects is highly preferred.

Responsibilities

• Lead procurement and contract management activities for building retrofitting projects.
• Develop and implement the procurement strategy and procurement plan with the PMT.
• Prepare, review and finalize procurement and bidding documents including specs, TOR, BOQs and contract terms.
• Ensure compliance with procurement laws, regulations and financing guidelines.
• Assist in bidding/tendering processes including pre-bid meetings and evaluations.
• Lead or support bid evaluations and provide recommendations.
• Review and advise on contract variations, changes, claims and time extensions.
• Assist in contract negotiations, award and finalization.
• Administer contracts and monitor performance, schedules and payments.
• Coordinate with PM, engineers, QS, architects, legal/procurement teams, contractors and government counterparts.
• Provide advice on procurement/contract issues during retrofitting, rehabilitation and construction works.
• Assist in disputes resolution and coordination with legal/technical teams.
• Prepare procurement, contract management, progress and status reports.
