A Permit Officer / Liaison Officer is responsible for securing all necessary permits, licenses, and clearances, while coordinating with government agencies and local stakeholders to ensure the project can legally proceed without delays.

The Permit/Liaison Officer acts as the bridge between the construction project and government offices, facilitating compliance with national and local regulations. This role works closely with agencies such as the Department of Public Works and Highways, Department of Environment and Natural Resources, and the Department of the Interior and Local Government, as well as LGUs (barangay, city, municipality).

Key Responsibilities
  • Secure necessary permits and clearances such as: Environmental permits (ECC)
  • Ensure all permits are obtained before construction activities begin
  • Coordinate with LGUs (barangay, municipal, city offices)
  • Follow up on permit applications and approvals
  • Maintain good working relationships with government personnel
  • Prepare and submit required documents: Application forms, Technical documents (plans, specifications), Legal documents (titles, contracts)
  • Ensure completeness and accuracy to avoid delays
  • Track status of permits and licenses
  • Ensure timely renewal of expiring permits
  • Maintain a permit registry and compliance checklist
  • Address delays, deficiencies, or compliance issues raised by agencies
  • Coordinate corrections with engineers, architects, or consultants
  • Facilitate inspections required for permit approvals
  • Work with Project managers and engineers, Legal and community relations teams
  • Support right-of-way (ROW) and local coordination when needed
  • Provide regular updates on permit status
  • Report risks that may affect project schedule
  • Maintain records for audit and compliance
Qualifications (Philippines Context)
  • Bachelor’s degree (Engineering, Business Administration, Public Administration, or related)
  • Experience in permitting, liaison work, or government coordination (1–5+ years)
  • Familiarity with Philippine government processes and LGU requirements
