Reporting to senior management, an exciting opportunity has become available for a Human Resource Department Head - Learning and Development to join the Asian Institute of Maritime Studies in Pasay City, Metro Manila. This is a full-time position that plays a pivotal strategic role within our organisation. As Human Resource Department Head - Learning and Development, you will oversee all aspects of employee learning, development and training initiatives whilst driving the human resources vision across the institute. You will be instrumental in shaping our organisational culture, building capability, and ensuring our workforce is equipped with the skills and knowledge necessary to deliver excellence in maritime education and training. This role is essential to our mission of developing world‑class maritime professionals and contributing to the growth and success of the Asian Institute of Maritime Studies.
Developing, implementing and managing comprehensive learning and development strategies aligned with organisational objectives and industry best practices
Designing and delivering training programmes that enhance employee competency, leadership capabilities and professional development across all levels of the institute
Managing the learning and development budget, identifying cost-effective solutions whilst maintaining programme quality and impact
Assessing training needs through performance evaluations, skills audits and stakeholder consultations to inform curriculum and development initiatives
Leading the selection, evaluation and management of external training providers and learning platforms
Creating mentorship and coaching programmes that support employee growth and succession planning within the organisation
Measuring and evaluating the effectiveness of learning programmes through robust metrics and feedback mechanisms, providing regular reporting to senior management
Fostering a culture of continuous learning and professional development throughout the institute
Ensuring compliance with relevant employment legislation, training regulations and industry standards
Collaborating with departmental heads to identify skill gaps and develop targeted solutions for improved organisational performance
Managing human resources operations including recruitment, employee relations, performance management and retention initiatives
Leading and developing the learning and development team, providing mentorship and coaching to support their professional growth
Bachelor’s degree in Human Resources Management, Organisational Development, Education or a related field; postgraduate qualifications in HR or training and development are highly desirable
Minimum 5 years of progressive experience in Human Resources and Learning and Development roles, with at least 3-5 years in a senior or leadership capacity
Demonstrated expertise in designing, developing and implementing effective learning and development programmes for diverse audiences
Strong knowledge of training methodologies, instructional design and adult learning principles
Excellent project management capabilities with the ability to manage multiple initiatives simultaneously
Proven track record in strategic workforce planning and organisational development
Strong understanding of maritime education, training standards or the maritime industry is highly advantageous
Exceptional communication, presentation and interpersonal skills with the ability to influence at all organisational levels
Demonstrated ability to lead, motivate and develop high-performing teams
Knowledge of employment law, workplace compliance and HR best practices in the Philippines
Proficiency in Microsoft Office suite and human resources information systems
Strategic thinking with strong analytical and problem-solving capabilities
Commitment to driving organisational excellence and continuous improvement
