A leading marine training organization is seeking a Learning & Development Manager to oversee cadets' and seafarers' training and professional growth. This role requires managing a yearly training budget of around $1.5 million and negotiating with external training providers. The ideal candidate will possess a Certificate of Competency as a Master Mariner and have strong time management skills, along with experience in marine training, ideally having sailing experience on LPG or Ethylene vessels. Occasional travel may be required.

Accountable for overseeing an approximate yearly budget for training. 1.5 million USD and guaranteeing prudent management of all training-related costs.
Enter into contract negotiations with outside training providers. auditing and examining the course content, efficacy, and adherence to our standards/requirements at external training centres.
In charge of creating training programmes, closely collaborating with the Technical and Marine Assurance departments.
Create and lead internal training programmes and seminars while maintaining financial management.
In charge of determining training needs, career advancement, and seafarer promotion assessments. Seafarer debriefs on performance, assessment of training requirements, and assignment of training.
in charge of the cadets' training programme, which includes certification, professional advancement, development, and selection.
Provide the Manning Operations team with training and support regarding any updated regulations and certification needs.
In charge of maintaining the training software's ongoing efficiency and overseeing the team's business processes and procedures.
Conduct competency interviews for newly recruited seafarers in order to choose them for the fleet.
At charge of the cadet selection process, raising awareness at Manila's colleges, creating ashore and aboard cadet development training programmes, and keeping an eye on the cadets' professional advancement.
Will need to travel in order to complete all training requirements, and they may also need to visit vessels on occasion in order to update or refresh their operational abilities.
The Head of ROHQ in the Manila office is the person to whom this role reports.
Job Requirements:
