Job summary

The Asian Institute of Maritime Studies in Pasay City is seeking an experienced Application Management Department Head to lead the ICT management division. • Bachelor's degree in Information Technology, Computer Science, Business Management, or related field; Master's preferred.
• Minimum 10 years in application management or related technology roles.
• Minimum 5 years in leadership overseeing technology teams.
• Experience with enterprise applications, systems architecture, and IT infrastructure.
• Knowledge of ALM, software development methodologies, and IT governance frameworks.

Responsibilities

• Lead and manage the Application Management Department, setting strategic direction and departmental objectives aligned with institutional priorities.
• Oversee the development, implementation, and maintenance of enterprise applications that support administrative and academic functions.
• Manage the full lifecycle of applications, including planning, deployment, monitoring, and continuous improvement.
• Develop and implement application management policies, procedures, and best practices to ensure consistency and quality across the organisation.
• Supervise and mentor department staff, fostering professional development and maintaining high performance standards.
• Manage IT budgets related to application development, licensing, and infrastructure support.
• Ensure compliance with security, data protection, and regulatory requirements relevant to educational institutions.
• Monitor application performance and availability, implementing measures to optimise system uptime and user experience.
• Report to senior management on departmental performance, technology trends, and strategic recommendations.

About the role

We are seeking an experienced Application Management Department Head to join our organisation in Pasay City, Metro Manila. This is a full-time position that represents a strategic leadership opportunity within our Information and Communication Technology management division.

As Application Management Department Head, you will be responsible for overseeing all aspects of application management across the Institute, ensuring alignment with our institutional goals and technology strategy. This role is crucial in driving digital transformation, optimising our technology infrastructure, and supporting the operational excellence of our maritime education programmes. You will lead a team of technology professionals and serve as a key stakeholder in the Institute's strategic planning and execution.

Key responsibilities

• Lead and manage the Application Management Department, setting strategic direction and departmental objectives aligned with institutional priorities
• Oversee the development, implementation, and maintenance of enterprise applications that support administrative and academic functions

What we're looking for

• Minimum 10 years of experience in application management, IT operations, or related technology management roles
• Minimum 5 years of experience in a leadership or management position overseeing technology teams
• Proven expertise in managing enterprise applications, systems architecture, and IT infrastructure
• Strong knowledge of application lifecycle management (ALM), software development methodologies, and IT governance frameworks
• Experience with project management and the ability to manage multiple concurrent initiatives
• Excellent communication skills with the ability to translate technical concepts for non-technical stakeholders
• Demonstrated ability to lead, mentor, and develop technology teams
• Strong analytical and problem-solving capabilities with a focus on data-driven decision making
• Experience in the education sector or working within institutional environments is highly desirable
• Familiarity with maritime industry or maritime education systems is an advantage
• Knowledge of cloud computing platforms, cybersecurity, and emerging technology trends
• Professional certifications such as PMP, ITIL, or equivalent technology management credentials are preferred
