Job summary

Colas Rail Philippines, Inc. is seeking an HSE Officer to promote and monitor the Quality, Health, Safety and Environment approach in line with the Group’s Safety value and policies.

The role supports risk assessment, regulatory compliance, and audits, and collaborates with operational teams to strengthen safety culture. A Bachelor’s degree in a related field and 1–2 years HSE experience are preferred, with ISO knowledge a plus.

Qualifications

• Bachelor’s degree in Engineering, Environmental Science, Occupational Health and Safety, or a related field.
• BOSH, COSH, or NEBOSH certification preferred.
• At least 1–2 years of experience in Health, Safety and Environment (HSE).
• Basic knowledge of risk assessment, safety inspections, and regulatory compliance.
• Familiarity with safety standards (ISO 45001, ISO 14001) is an advantage.
• Good communication and teamwork skills with a strong focus on safety.

Responsibilities

• Supports operational unit managers in assessing risks, drawing up and monitoring action plans, and ensuring regulatory compliance.
• Supervises audits or inspections to monitor compliance with quality standards.
• Assists Works or Industries staff with risk analysis and organization of QSE activities.
• Ensures controls through cross-audits and audits within scope.
• Monitors the processing of audits and compliance with group directives.
• Supports training by identifying requirements and conducting awareness sessions.
• Assists purchasing with reporting malfunctions and selecting protective equipment.

The HSE Officer is responsible for promoting, leading and monitoring the Quality, Health, Safety and Environment approach in line with the Group's primary value, Safety, and related policies.

• Supports operational unit managers in assessing risks, drawing up and monitoring the action plan, monitoring and checking regulatory compliance, monitoring indicators, processing relevant external requests (local residents, administrations, etc.).
• Supervises audit or inspection processes meant to monitor compliance with established quality standards.
• Supports the Works or Industries operational staff: helps with risk analysis (jobs, projects, industries, quarries, etc.), helps in the organization and preparation of starters and QSE point, etc.
• Ensures controls: performs cross-audits for the Group, the subsidiary, carries out audits for his/her scope, etc.
• Ensures monitoring: advises and monitors the processing of these audits carried out in his/her area, ensures the application of the Group's directives, alerts in the event of malfunctions, etc.
• Manages training: assists the training and operations department in identifying training requirements, conducts awareness sessions, etc.
• Supports purchasing: ensures the reporting of malfunctions in framework agreements, advises on the choice of protective equipment, etc.
