JOB DESCRIPTION
HR GEENRALIST
The Human Resources Manager is responsible for the overall management and administration of the Company’s human resources functions, including workforce planning, recruitment, employee relations, performance management, compensation and benefits, government compliance, employee discipline, training and development and HR policies
The position ensures that HR programs, policies, and practices support the Company’s operational requirements while maintaining compliance with applicable Philippine labor laws, government regulations, and Company policies. The HR Manager serves as the primary HR adviser to Management and provides guidance to supervisors and employees on employment-related matters.
PRINCIPAL DUTIES AND RESPONSIBILITIES
1. HR Management & Workforce Planning
- Monitor staffing levels, vacancies, employee movements, and workforce requirements across departments and branches.
- Provide Management with HR reports, recommendations, and updates on significant employee matters.
- Supervise, guide, and review the work of HR Assistant.
- Establish HR priorities, deadlines, and internal controls to ensure timely completion of HR requirements.
2. Employee Relations & Discipline
- Serve as the primary HR point of contact for employee concerns, grievances, workplace issues, and disciplinary matters.
- Conduct or facilitate administrative investigations and employee conferences when necessary.
- Review and/or prepare Notices to Explain, written warnings, disciplinary notices, suspension notices, and other employee-relations documents.
- Advise Management and supervisors on the proper handling of employee conduct and performance concerns.
3. Performance Management & Regularization
- Manage the employee performance evaluation process, particularly for probationary and regular employees.
- Ensure supervisors complete evaluations accurately and within the required period.
- Coordinate recommendations for regularization, non-regularization, promotion, transfer, salary adjustment, or other employment actions with Management.
- Ensure employment decisions are properly documented and communicated within the applicable period.
4. Attendance, Timekeeping & Leave Administration
- Oversee employee attendance, timekeeping, overtime, undertime, tardiness, absences, schedules, and leave records.
- Ensure attendance records and approved adjustments are accurately reflected for payroll processing.
- Monitor attendance violations and recommend appropriate corrective or disciplinary action when necessary.
- Ensure leave applications and balances are properly recorded and administered in accordance with Company policy and applicable law.
- Coordinate with department heads regarding attendance concerns and schedule-related matters.
5. Government Benefits & Statutory Compliance
- Oversee employee registration, updating, contributions, and other requirements involving SSS, PhilHealth, Pag-IBIG Fund, and other applicable government agencies.
- Monitor changes in labor regulations, minimum wage requirements, statutory benefits, and government contribution rules.
- Coordinate with Management and Accounting regarding implementation of legally required adjustments.
6. Labor Law & Company Policy Compliance
- Ensure HR practices and employment actions are consistent with applicable Philippine labor laws and regulations.
- Monitor compliance with requirements relating to wages, hours of work, statutory benefits, employment classification, due process, and termination of employment.
- Review HR documents and procedures for consistency with Company policies and legal requirements.
- Assist Management in responding to labor-related concerns, inspections, notices, or documentation requirements.
- Coordinate with external legal counsel or labor consultants when Management determines that legal guidance is necessary.
7. HR Policies, Procedures & Employee Handbook
- Develop, review, update, and implement HR policies and procedures based on operational and legal requirements.
- Ensure employees are properly informed of Company policies, rules, and standards of conduct.
- Recommend revisions to the Employee Handbook and disciplinary policies when necessary.
- Maintain proper documentation of policy issuance and employee acknowledgment.
- Promote consistent implementation of HR policies across departments and branches.
8. HR Reporting & Management Support
- Prepare regular HR reports covering manpower, attendance, recruitment, employee movement, performance evaluations, disciplinary cases, government compliance, and other relevant HR matters.
- Identify recurring HR issues, compliance risks, and manpower concerns and recommend appropriate action to Management.
- Provide HR data and analysis to support Management decisions.
- Participate in Management meetings when HR matters require discussion or action.
- Perform other HR-related duties that may reasonably be assigned by Management.
QUALIFICATIONS
Bachelor’s Degree in Human Resources Management, Psychology, Business Administration, Management, or a related field.
Additional HR, labor relations, or management training is an advantage.
Preferably 2–5 years of HR experience, with experience handling multiple HR functions.
Supervisory or managerial HR experience is highly preferred.
Experience in recruitment, employee relations, discipline, performance management, compensation and benefits, and government compliance is preferred.
