Job summary

Qualifications

About Us

ChorogUsan for Children is a Korean-founded child-focused international NGO with over 75 years of experience in child protection, education, humanitarian response, and community development.

We are currently establishing our organization in the Philippines to support children, adolescents, and youth in urban poor communities through integrated programs focused on early childhood development and education, digital education and skills development, and youth employability and livelihood opportunities.

As a newly established organization, we are building our team and operational systems from the ground up. We are looking for a hands-on professional who can work closely with the Country Director and grow together with the organization.

Position Summary

The HR & Administration Manager will support the establishment and day-to-day operation of ChorogUsan's HR and administrative systems in the Philippines.

This is a Junior Manager-level position, suited to a practical and proactive HR professional rather than a senior executive. The successful candidate will play an important role as a founding team member, supporting recruitment, HR policy development, government compliance, office administration, and organizational setup.

The position will work closely with the Country Director, Headquarters, external consultants, and Philippine government agencies to establish effective HR and administrative processes.

Key Responsibilities
1. HR System & Policy Setup
  • Establish basic HR systems, processes, and documentation for a newly established organization.
  • Develop and maintain HR policies, employee guidelines, forms, and SOPs.
  • Establish personnel filing, attendance, leave, payroll, and employee record systems.
  • Support implementation of compensation and benefits administration.
  • Ensure HR practices comply with applicable Philippine labor regulations.
2. Recruitment & Employee Management
  • Coordinate recruitment and selection of initial and future staff.
  • Prepare employment contracts, onboarding documents, and personnel files.
  • Coordinate employee onboarding and orientation.
  • Support performance management, employee relations, and staff welfare activities.
  • Maintain accurate and confidential employee records.
3. Government Registration & Compliance Support
  • Support the organization in completing SEC, BIR, SSS, PhilHealth, Pag-IBIG and other government registrations and requirements.
  • Prepare and organize required documents and application forms.
  • Coordinate with government agencies and external legal/accounting consultants.
  • Monitor registration and compliance deadlines and follow up on pending requirements.
  • Maintain organized records of government registrations, permits, filings, and correspondence.
4. Office Setup & Administration
  • Support the establishment and operation of the Philippine office.
  • Coordinate office leasing, setup, supplies, equipment, and vendor/service provider arrangements.
  • Support procurement and administrative processes in accordance with organizational policies.
  • Develop practical office administration procedures and systems.
  • Manage office records, supplies, facilities, and general administrative matters.
5. Organizational Coordination
  • Serve as a key administrative focal point between the Country Director, Headquarters, staff, government agencies, consultants, and service providers.
  • Prepare administrative reports, correspondence, and official documents.
  • Support organizational planning and other operational requirements.
  • Take on additional responsibilities as required during the organization's start-up phase.
Qualifications
Education
  • Bachelor's degree in Human Resources, Business Administration, Management, Public Administration, or a related field.
Experience
  • Approximately 4-8 years of relevant experience in HR and administration.
  • Previous professional experience in an NGO, INGO, foundation, or development organization is required.
  • Experience working in a small or growing organization, organizational start-up, or in establishing HR and administrative systems is highly desirable.
  • Experience in recruitment, payroll/benefits administration, employee relations, and HR documentation is preferred.
  • Experience supporting government registrations, statutory compliance, or regulatory filings is an advantage.
  • Familiarity with SEC, BIR, SSS, PhilHealth, and Pag-IBIG requirements is preferred.
Technical Skills
  • Good knowledge of Philippine labor and employment regulations.
  • Familiarity with SEC, BIR, SSS, PhilHealth, and Pag-IBIG requirements.
  • Strong documentation and organizational skills.
  • Proficiency in Microsoft Office, particularly Word and Excel.
  • Good written and spoken English.
