Job summary

World Vision International (New) in Tacloban City is seeking a Finance Assistant Reliever to support daily financial and accounting operations for the KOICA MNCH Project, ensuring compliance with donor and WV standards.

Under the supervision of the Senior Finance Officer, this five-month fixed-term role handles recording and reporting of expenditures, cash requests, and filing for audits, with attention to grant guidelines.

Qualifications

• Bachelor's degree in Accounting, Finance, or Business Administration.
• At least one year of relevant work experience.
• Experience working on grant-funded projects is an advantage.
• Strong knowledge of Generally Accepted Accounting Principles (GAAP) and general accounting practices.
• Proficiency in accounting software, Microsoft Office applications, Lotus Notes or similar database systems, email, and internet applications.
• Ability to work effectively under pressure and in a multicultural environment.
• Physically and medically fit to undertake work-related travel as required.

Responsibilities

• Ensure payments on time and recorded in Finance system.
• Ensure all project expenses, including partners, are in compliance with policies and grant guidelines.
• Filing: coping of all transaction documents and financial documents; prepare files for KOICA and WV Korea reviews; ensure filing of vouchers and supporting documents for reference and audits.
• Support Grant Operation to ensure financial transactions are valid and compliant with donor requirements.
• Prepare cash requests for grant projects to ensure funding within the month and send to NO finance on time.
• Support Asset management and Audit: prepare asset listings and assist with audits.

Job Description: The Finance Assistant Reliever will support the day-to-day financial and accounting operations of the KOICA MNCH Project, ensuring compliance with World Vision International Partnership standards, donor requirements, and government regulations. The role is responsible for ensuring the accurate recording and reporting of project expenditures in accordance with grant requirements and financial standards. The position will work under the supervision of the Senior Finance Officer. This is a fixed-term post for five months based in Tacloban City.

Major Responsibilities

• Ensure good financial services for the KOICA project: payments made on time as per grant requirement and recorded in Finance system.


• Ensure all project’s expenses, including expenses of partners, are in compliance with World Vision’s policies and KOICA grant guidelines.


• Filing: working on coping of all transaction documents and financial documents; making files for the review of KOICA and WV Korea; ensuring filing of vouchers and supporting documents of grant expenses to make them readily available for reference and audits.


• Support Grant Operation: support Senior Grant Finance Officer to ensure financial transactions are valid and authentic, and that support documentation is adequate, complete and compliant with donor requirements.


• Prepare cash request for grant projects to ensure that project has sufficient funds to use within the month and meet target low of national finance department; send the cash request to NO finance on time.


• Support Asset management and Audit: prepare asset listing to ensure that all assets purchased are correctly registered with complete required information by KOICA and WV; work with Operation team lead and Finance & Admin Manager in accomplishing all audit requirements; support SGFO to respond to auditor’s queries & issues during audit field work.
