We are looking for an experienced Plant Engineering & Manufacturing Manager to lead and oversee engineering operations, production engineering activities, facilities management, equipment maintenance, and technical projects.

The successful candidate will be responsible for ensuring the efficient operation of plant facilities and equipment, driving engineering improvements, managing technical teams, and ensuring compliance with applicable regulatory, safety, and quality standards.

KEY RESPONSIBILITIES

• Lead and manage engineering teams responsible for production engineering, facilities management, equipment maintenance, and technical projects.

• Oversee the installation, testing, operation, maintenance, and repair of plant facilities and equipment.

• Ensure that production equipment and facilities comply with applicable regulatory requirements, safety standards, company policies, and ISO standards.

• Plan, implement, and monitor engineering projects to support operational efficiency and business objectives.

• Provide technical expertise and recommendations on engineering operations, facilities, and equipment improvements.

• Manage engineering budgets, including capital expenditures (CAPEX) and operating expenses (OPEX).

• Review technical proposals, project specifications, and procurement requirements for engineering equipment and materials.

• Coordinate and manage contractors, suppliers, and external technical partners.

• Develop and implement engineering policies, standards, procedures, and operational guidelines.

• Identify training and development needs and provide technical guidance to engineering personnel.

• Supervise, evaluate, and develop team members to ensure effective performance and productivity.

• Conduct technical assessments and identify opportunities for process improvements and operational efficiency.

• Work closely with other departments and management to align engineering initiatives with organizational goals.

• Ensure compliance with health, safety, environmental, and other applicable regulatory requirements.

QUALIFICATIONS

• Bachelor's degree in Engineering (Mechanical, Industrial, Electrical, or other related engineering disciplines).

• Master's degree and/or Professional Regulation Commission (PRC) Engineering License is an advantage.

• At least 10 years of technical leadership experience, preferably in a manufacturing or industrial environment.

• Proven experience managing engineering operations, production engineering, plant facilities, and equipment maintenance.

• Strong background in engineering project management, equipment installation, maintenance, and repair.

• Experience in budget preparation, CAPEX/OPEX management, and financial planning.

• Knowledge of applicable regulatory requirements, ISO standards, occupational health, and safety practices.

• Strong leadership and people management skills, with experience supervising and developing technical teams.

• Excellent project management, organizational, and problem-solving abilities.

• Ability to assess operational requirements and implement effective engineering solutions.

• Strong verbal and written communication skills.

• Ability to work collaboratively with internal departments, management, contractors, and external partners.

Preferred Experience:

• Experience in manufacturing, industrial production, or plant operations.

• Project Management Certification is an advantage.

• Experience in facilities management and engineering process improvement.
