Qualifications

• Licensed professional engineer with a PRC-licensure preferred.

Responsibilities

• Provide strategic and operational leadership over Engineering, Technical Services, Project Management, and Construction Management across multiple business units.
• Direct planning, execution, monitoring, and completion of horizontal housing developments, subdivisions, and high-rise projects.
• Exercise strong command of both Project Management and Construction Management, ensuring budgets, schedules, quality, and specifications.
• Oversee feasibility, design coordination, planning, procurement support, construction execution, turnover, and post-construction requirements.
• Lead multidisciplinary engineering teams, project managers, construction managers, consultants, and contractors.
• Establish project governance, performance monitoring, risk management, and controls across developments.
• Ensure compliance with building codes, standards, regulations, safety, and quality practices.
• Drive cost optimization, process improvements, and accountability across engineering and construction operations.
• Conduct regular site visits and leadership-level project assessments nationwide.
• Collaborate with executive management on CAPEX planning, prioritization, and resource allocation.

We are looking for a highly accomplished, strategic, and results-driven engineering leader to oversee the engineering, technical services, project management, and construction management functions of a diversified real estate development organization.

The ideal candidate must possess a strong track record in delivering both horizontal residential developments and vertical condominium projects, with the leadership capability to manage multiple business units, complex project portfolios, and geographically dispersed engineering and construction teams.

KEY RESPONSIBILITIES

• Provide strategic and operational leadership over Engineering, Technical Services, Project Management, and Construction Management across multiple business units.
• Direct the planning, execution, monitoring, and successful completion of horizontal housing developments, subdivision infrastructure, and high-rise condominium projects.
• Exercise strong command of both Project Management and Construction Management, ensuring projects are delivered within approved budgets, timelines, quality standards, and technical specifications.
• Oversee project feasibility, engineering design coordination, technical planning, procurement support, construction execution, project turnover, and post-construction technical requirements.
• Lead and develop multidisciplinary engineering teams, project managers, construction managers, consultants, contractors, and technical specialists.
• Establish effective project governance, performance monitoring systems, risk management protocols, and operational controls across multiple developments.
• Ensure compliance with applicable building codes, engineering standards, government regulations, occupational safety requirements, and quality management practices.
• Drive operational excellence, cost optimization, process improvements, and accountability across the organization's engineering and construction operations.
• Conduct regular site visits, technical inspections, and leadership-level project assessments across developments nationwide.
• Collaborate closely with executive management and other business leaders on capital expenditure planning, project prioritization, resource allocation, and strategic business objectives.

QUALIFICATIONS & LEADERSHIP REQUIREMENTS

• Licensed Engineer, preferably a PRC-licensed Civil Engineer, with a strong technical foundation in real estate development and construction.
• Extensive leadership experience in the real estate development, property development, engineering, or construction industry, ideally with at least 15 years of progressive experience, including significant senior management exposure.
• Proven and substantial hands-on experience in both horizontal housing/subdivision developments and vertical condominium or high-rise residential developments.
• Demonstrated mastery of both end-to-end Project Management and Construction Management, from pre-development planning through construction completion and project turnover.
• Proven capability to manage multiple business units, simultaneous large-scale projects, and geographically distributed operations.
• Strong commercial and financial acumen, particularly in project budgeting, cost engineering, capital expenditure management, contract administration, and construction cost optimization.
• Exceptional leadership, strategic thinking, decision-making, negotiation, stakeholder management, and organizational development capabilities.
• Solid experience in managing multidisciplinary engineering and construction organizations while strengthening operational discipline and performance accountability.
• Willing and available to undertake frequent nationwide field assignments, including visits and inspections of multiple project sites.
• Postgraduate education in Engineering Management, Construction Management, Business Administration, or a related discipline is an advantage.
