Hospital Authority - Kowloon Central Cluster invites applications for a Contract Part-time Senior Project Manager (HO2609027) to lead capital projects, ensuring on-time delivery, budget control and quality compliance. Qualifications

• Member of a professional institution (HKIA/HKIS/HKIE) with 10+ years post-qualification experience.
• Experience managing large-scale capital works projects.
• Sound knowledge of construction contract management.
• Bilingual communication in English and Chinese.
• Contract term: 1 year, part-time (32 hours/week).

Responsibilities

• Provide high-level monitoring of project quality management systems, cost and programme issues.
• Manage professional consultants for project delivery.
• Coordinate interfaces among hospitals, government departments, contractors, consultants and stakeholders.
• Apply project management techniques to deliver on time, within budget and to quality standards.
• Develop and enhance safety, environmental performance and risk management on site.
• Control variations, budget and expenditure closely.
• Liaise with project team and contractors on details, methods, materials and compliance.
• Monitor contractor performance and progress, advise on regulatory actions.
• Manage Resident Site Staff for project implementation.
• Report to Project Steering Committees on plan, schedule, progress and cashflow.
• Perform other duties including rotation to related posts.

Job Description - Contract Part-time Senior Project Manager (HO2609027)

Pay: HK$161,107 to HK$185,614 [HMPS point 20 to 24] per month* including Monthly Allowance

*To be pro-rated based on the total package and work pattern for a full-time Senior Architect / Senior Engineer depending on the work hours.

Up to 15% of total basic salary (after deducting the contribution of Mandatory Provident Fund by Hospital Authority) as end-of-contract gratuity may be offered to contract staff upon completion of the contract subject to satisfactory performance.

Key Responsibilities:

The appointee will be responsible for the following main duties:

• Provide high level monitoring of the operation of project quality management systems as well as cost and programme issues.
• Manage the professional consultants appointed for the delivery of respective project(s).
• Manage effectively and smoothly the interface between the respective hospitals, government departments, contractors, professional consultants, and other stakeholders.
• Apply effective project management techniques and organize work processes to deliver the project on time, within budget and to appropriate quality standards.
• Develop, manage and enhance quality, safety, environmental performance and risk management measures of site works.
• Exercise close control of variations, project budget and expenditure.
• Liaise and co-ordinate with the project team, contractor and other parties on matters related to architectural/structural details, method statement, materials and workmanship, builders’ work requirements, statutory compliance, contract requirements and site progress.
• Monitor and appraise the performance of building contractors.
• Monitor contractor’s progress according to the agreed programme, identify reasons for any delay and advise on necessary regulatory actions.
• Manage the Resident Site Staff to oversee the implementation of the projects.
• Report regularly to the Project Steering Committees on the work plan, schedule, progress, budget, quality, expenditure and cashflow of the respective projects.
• Any other duties as required to facilitate implementation of the projects and the Division including job rotation to other relevant posts within and outside the Division.

Requirements

• Member / Corporate Member of a professional institution, i.e. the Hong Kong Institute of Architects, the Hong Kong Institute of Surveyors or the Hong Kong Institute of Engineers in Civil Engineering, Structural Engineering or Building Services Engineering disciplines or equivalent with at least 10 years’ post qualification experience.
• Practical experience of project management for large scale capital works projects.
• Exemplary professional competency, conduct and ethics.
• Sound knowledge of construction contract management.
• Conversant with Hong Kong construction and building related legislations and government procedures on delivering public projects.
• Ability to communicate and present effectively in both English and Chinese.
• A high degree of independence, self-motivation, leadership and organizational ability.
• Knowledge of MS Office, project management and database software.
• Appointment will be on contract part-time terms for a period of 1 year, subject to renewal.
• The required number of working hours is 32 hours per week. For reference, the required number of working hours per week for full-time post is 39 hours net.
