The World Food Programme (WFP) Philippines Country Office is seeking a Civil Engineer to provide on-site expertise for design review, project planning, contract administration and supervision of refurbishment, humanitarian depots, and kitchen projects.
The Engineer will lead field inspections, validate contractor designs and shop drawings, monitor quality and safety, and ensure compliance with WFP specifications and international standards while coordinating with stakeholders and contractors.
Organizational context: The World Food Programme (WFP) Philippines Country Office (PHCO) is implementing a range of engineering interventions, including refurbishing facilities, establishing humanitarian response depots, and co-designing school kitchens. To support these critical operational and programmatic priorities, an Engineering position is established to provide essential technical expertise for design, project planning, contract administration, and on-site supervision of construction and rehabilitation activities.
Job purpose: The Civil Engineer will provide crucial construction and engineering expertise to ensure the efficient delivery and high quality of WFP's infrastructure projects in the Philippines. This role involves overseeing and monitoring construction activities, ensuring adherence to WFP specifications, international standards, and contractual obligations. The Engineer will act as the primary on-site focal point, providing technical guidance to contractors, validating designs and materials, and ensuring compliance with safety, environmental, and quality standards. The position is key to the successful implementation of facility refurbishments, humanitarian depots, and kitchen initiatives, contributing directly to WFP's mission of saving lives and building peace.
Responsibilities: The Engineer is responsible for a wide range of duties focused on the successful implementation of engineering projects. This includes conducting detailed site assessments and preparing comprehensive reports with findings and recommendations. The role involves developing project plans, schedules, and methodologies, and then overseeing and monitoring project implementation on-site to ensure adherence to WFP specifications, international standards, and contractual obligations. The Engineer provides technical guidance to contractors and consultants, supervises daily activities, and ensures compliance with design requirements, construction specifications, and safety, quality, and environmental management plans. A key responsibility is reviewing and validating contractor designs, shop drawings, and documentation, as well as checking and approving material test results. The Engineer also monitors the installation and commissioning of mechanical and electrical systems. Maintaining detailed site records, participating in progress meetings, and coordinating with stakeholders are crucial. Furthermore, the Engineer ensures contractors adhere to health and safety standards, reports any breaches, and promotes a strong culture of safety, quality, and risk management across all project sites. This includes supporting the final handover process and training local user groups.
Education: An advanced university degree in Civil Engineering, Architecture, or a related engineering discipline is required. Alternatively, a first university degree in a similar field combined with additional relevant professional experience is acceptable. Professional accreditation as a Professional Engineer or equivalent is highly desirable. Postgraduate qualifications in construction management, structural engineering, or project management are considered an asset.
Work experience: The role requires experience working effectively under supervision on diverse design and construction projects, taking responsibility for assigned work elements. Candidates should possess advanced academic qualifications in engineering and have contributed to projects demonstrating specialized knowledge in areas such as fire safety, seismic blast, or environmental requirements.
